VN has issued a decree amending and supplementing Decree No. 152 dated 2020 stipulating regulations for foreigners working in Vietnam and foreign individuals’ and organisations’ recruitment and management of Vietnamese nationals.

Domestic and foreign employers have conflicting stances regarding potential changes to work permit procedures.

The Ministry of Labour, Invalids and Social Affairs has proposed to the Government two options to manage foreign workers in Vietnam.

The Vietnamese Foreign Ministry has suggested measures to the Government to open the door to foreign tourists, experts and investors, including resuming visa waivers for citizens from 13 countries and visas for foreigner tourists.

As many as 93,720 foreign labourers have been working in Vietnam as of August 2020, according to the Ministry of Labour, Invalids and Social Affairs (MoLISA).

The central city of Quang Ngai will receive and quarantine over 1,000 foreign specialists coming to work at the Dung Quat Economic Zone and Hoa Phat Steel Company.

More than 100 foreign experts who are coming to work at Nghi Son Oil Refinery in Thanh Hoa Province will be quarantined.

Foreigners who are legally employed in Vietnam have been requested to join labor unions in the country to enjoy the same labor union rights as local laborers, said Ngo Duy Hieu, vice president of the Vietnam General Confederation of Labor.

 The Government this month issued Decree No. 11/2016/ND-CP, on licensing of foreign workers in Vietnam.

 Foreigners with bachelor's degrees and at least three years of experience working in their respective fields are no longer required to obtain work permits in Viet Nam, according to a decree approved by Prime Minister Nguyen Tan Dung.

Concerning Da Nang’s granting of work permits to 300 Chinese workers, the city on November 23 sent a report on this issue to Prime Minister Nguyen Tan Dung and the Ministry of Labor, War Invalids and Social Affairs.

 Foreigners with working permits or professional licenses granted by Vietnamese authorised agencies will be required to join Vietnam’s social insurance, according to the new Law on Social Insurance announced by the Presidential Office on December 11.
