On February 27, the Ministry of Public Security (MPS) officially assumed responsibility for driver’s license testing and issuance from the Ministry of Transport (MOT). This transition, effective March 1, is part of a broader effort to enhance efficiency, transparency, and digital integration in public services.
A seamless transition with enhanced digital services

The handover process has been carefully planned, with close coordination between the two ministries.
The MPS has worked with provincial Departments of Transport to ensure continuity in driver testing and licensing, while also upgrading IT infrastructure and reallocating personnel to handle the new responsibilities effectively.
Under the new system: The Traffic Police Department (C08) will take over the driver’s license testing and issuance process, previously managed by the Vietnam Road Administration.
Provincial Traffic Police Divisions will now handle license applications, testing, and issuance, replacing provincial Departments of Transport.
License data will be digitally integrated into the National Public Service Portal and linked to citizens’ electronic identification accounts to streamline verification processes.
No disruption to public services
Despite the transition, all current administrative procedures for obtaining and renewing driver’s licenses will remain unchanged. Citizens can still:
Apply for new licenses or renewals at physical offices or online through the National Public Service Portal.
Access updated lists of service locations and online application portals provided by local police departments.
To improve efficiency, the Ministry of Public Security is digitizing application records, reducing paperwork requirements, and automating license renewals through online platforms.

Speaking at the handover ceremony, Lieutenant General Nguyen Ngoc Lam, Deputy Minister of Public Security, emphasized that this shift is not merely an administrative change but a major responsibility for the police force.
“The Ministry of Public Security is committed to ensuring scientific, fair, and transparent management of the driver’s license system. We will implement advanced technology and streamlined procedures to improve efficiency while maintaining service quality for citizens,” he stated.
With a focus on digital transformation, the new system aims to:
Minimize in-person visits by integrating driver’s license records with the electronic identification system.
Enhance fraud prevention through centralized monitoring and verification mechanisms.
Improve data security and reduce processing times for license issuance and renewals.
As Vietnam continues its push toward e-government and digital services, the transfer of driver’s license management marks a significant milestone in modernizing public administration.
