The Government Inspectorate has publicly disclosed the names of Ministry of Health officials and leaders of affiliated units responsible for violations in two major hospital development projects: Bach Mai Hospital and Viet Duc Hospital – Branch 2.

In a formal report to the Prime Minister, the Inspectorate proposed that the Minister of Health be directed to organize a review of accountability and disciplinary measures for both current and former ministers and deputy ministers responsible for the two projects during different periods.

Specifically, the Ministry of Health is required to review the responsibility of former deputy ministers involved in violations by the Key Healthcare Project Management Unit, and to strictly handle the Department of Medical Equipment and Health Facilities (now the Department of Infrastructure and Medical Equipment), including the heads and deputy heads during relevant periods.

The Inspectorate also requested disciplinary action be taken against the Directors and Deputy Directors of the Key Healthcare Project Management Unit, along with individuals from the Accounting Department, Technical and Estimation Division, Finance and Accounting Division, Tendering Expert Group, and Appraisal Team established by the investor.

Based on legal regulations, the Inspectorate directed the Ministry of Health to determine the financial losses incurred and assign accountability for compensation, ensuring that state funds and assets are not lost.

The inspection report clearly identifies key individuals responsible:

Nguyen Thi Kim Tien, Minister of Health from August 2011 to November 2019, directly signed project decisions related to the two hospitals between 2013 and 2017.

Nguyen Viet Tien, Deputy Minister of Health, was in charge of basic construction from November 15, 2018 to August 31, 2019, and oversaw the Healthcare Construction Project Management Unit from December 22, 2016 to August 31, 2019.

Nguyen Truong Son, another Deputy Minister, has overseen the Project Management Unit since March 27, 2021.

Nguyen Minh Tuan, served as Director of the Department of Medical Equipment and Health Facilities (now Infrastructure and Medical Equipment Department) from 2011 to November 2021.

Two Deputy Directors of the department were also named:

Nguyen Doan Tu (2013 to July 2018)
Nguyen Kim Trung (July 2016 to 2021)

Directors of the Key Healthcare Project Management Unit included:
