An official of Hanoi FC said that Cong Vinh can leave the club if any team is willing to pay VND4 billion ($200,000). He said that the price may drop further, to the same price with Thanh Luong.

This is the “crazy discount” to sell Cong Vinh as soon as possible because Hanoi FC had to pay VND18 billion ($900,000) to have this striker.

The Hanoi Club leaders offered "big discount" in order to quickly sell Cong Vinh is easy to understand because it needs money to cover activities of the youth team and it does not want to pay monthly salary for this striker. It is the best to sell Cong Vinh, otherwise the team will lease him.
