Electricity prices in Vietnam have not been set following market-based mechanisms, as fluctuations of input costs for electricity production have not been fully reflected in the selling prices.
Although electricity prices were increased twice in 2023, Vietnam Electricity (EVN) reported an after-tax loss of 26.77 trillion VND (1.053 billion USD) on high electricity production costs, according to its audited financial report.
Implementing the direct power purchase agreement (DPPA) mechanism between renewable energy generators and large customers is important to developing a competitive electricity market in Vietnam.
