ITU has recently awarded a medal and certificate of merit to Doan Quang Hoan, former director of the Authority Of Radio Frequency Management under the Ministry of Information and Communications (MIC), for his excellent demonstration in the role of a member of RRB in his last two tenures.
ITU is a specialized international organization of the United Nations which promotes and maintains global cooperation in telecommunications and information technology (IT, especially the management and use of radio frequency resources and satellite orbits.
Hoan is the first Vietnamese expert elected as one of 12 members of ITU’s RRB, an important agency in radio frequency.
During his two terms in office, the expert participated in the work of RRB and discussed it at regular meetings. Hoan left his Vietnamese imprint on ITU’s activities, contributing to the participation in international organizations, thus strengthening multilateral relations.
During the time Hoan was an RRB member, the board issued and amended 114 regulations, settled many problems and gave advice to two world radio frequency conferences in 2015 and 2019.
Also during that time, RRB resolved 78 cases of renewals of registration for radio frequency usage and satellite orbits, and dozens of interference cases and disputes in frequencies and satellite orbits among countries, including complicated and long lasting conflicts. The conclusions and decisions by RRB were respected and observed by ITU member countries.
Hoan helped protect two geostationary satellite orbit positions that Vietnam uses with one satellite. At the same time, the Vietnamese representative supported proposals from developing countries in Southeast Asia such as Laos, Indonesia, Malaysia, and in African countries.
Having an expert at RRB, Vietnam has contributed to solving the world’s problems in satellite orbit and frequency. Vietnam now has a voice and decision-making authority.
Vietnam has been playing an increasingly active role, participating widely in ITU's activities, including large conferences such as the Plenipotentiary Conference, the World Telecommunication Development Conference, the World Telecommunications Conference and the World Radiocommunication Conference.
In the field of radio communication, Vietnam has many experts in the posts of vice-chairman of ITU's research groups on frequency management, terrestrial mobile communications, and satellite information.
Vietnam is also directly developing international rules in the field of telecommunications, and not just waiting for implementation of rules drafted by other countries.
Asked about job opportunities at international organizations, Hoan said Geneva is a place for young Vietnamese to seek jobs as international experts in all fields.
