On March 31, Bui Thanh An, Vice Chairman of the Nghe An Provincial People’s Committee, signed an administrative penalty decision against D.H.P. (born in 2006, residing in Hung Yen Nam commune, Hung Nguyen district) for evading compulsory military service.

D.H.P. was fined VND 62.5 million (approx. USD 2,560), and provincial authorities have ordered him to comply with the military draft.

Local leaders in Hung Yen Nam confirmed that during the 2025 conscription period, D.H.P. had successfully passed the military service selection process and was formally called to enlist. He willingly reported to collect his military gear and official draft decision.

However, just before the scheduled date for troop deployment, he departed the country on a self-funded study-abroad program.

"On the day of deployment, D.H.P. failed to appear at the designated location. Upon verification with his family, we learned he had left Vietnam on February 12 - two days before the official enlistment ceremony," a representative of Hung Yen Nam Commune People’s Committee said.
