During his meeting with General Secretary and President Xi Jinping, Prime Minister Pham Minh Chinh affirmed that Vietnam views its cooperative and friendly relationship with China as a strategic choice and a top priority in its foreign policy of independence, self-reliance, diversification, and multilateralization.  

The Prime Minister expressed hope that both sides would continue working closely to implement the high-level agreements and joint declarations signed during recent state visits between the two countries.  

President Xi Jinping emphasized the importance of maintaining regular high-level exchanges, describing them as vital for fostering trust and closeness between the two nations.  

Xi praised the recent progress in bilateral cooperation and called for practical measures to enhance the implementation of agreements and shared understandings. He highlighted the need to focus on projects like the construction of three cross-border railway lines.  

Xi Jinping also suggested that both nations continue to support each other in multilateral forums and invited Vietnam's top leaders to visit China at a mutually convenient time.

In his conversation with US President Joe Biden, Prime Minister Pham Minh Chinh thanked the President for his strong support in advancing Vietnam-US relations. The Prime Minister expressed hope that Biden would continue to contribute to the bilateral partnership in any future capacity.  

President Biden, pleased to meet Prime Minister Chinh again, described him as a “good friend” of the United States.  

Biden expressed satisfaction that, during his term, the two countries elevated their relationship to a Comprehensive Strategic Partnership. He reiterated his commitment to supporting the continued development of US-Vietnam relations.
