In the first quarter of 2025, police across Vietnam investigated and resolved 9,468 criminal cases related to social order, arrested or processed nearly 20,000 suspects, dismantled nine organized crime groups, and dealt with over 700 wanted individuals through arrests, surrender, or elimination.

On the afternoon of April 4, the Ministry of Public Security held a press conference to share updates on activities commemorating the 80th anniversary of the People's Public Security Forces, the 20th anniversary of the National All-People Movement for Public Security Protection, and key outcomes from law enforcement operations in Q1/2025.
Maj. Gen. Nguyen Quoc Toan, Chief of the Office of the Ministry of Public Security, chaired the briefing. He noted that public security and police force development had continued on a positive trajectory. The newly implemented three-tiered police model - without district-level police units and with expanded responsibilities transferred from other ministries - has enabled more efficient, centralized coordination from the ministry down to grassroots levels.
Public order and safety improved notably, with continuous and effective campaigns launched to combat and suppress criminal activity.
According to Maj. Gen. Toan, most types of social order crimes and source crimes, including drug-related offenses, showed a marked decline.
Key results for Q1 include:
9,468 social order crimes investigated and resolved
Nearly 20,000 suspects arrested or handled
9 criminal gangs dismantled
Over 700 wanted individuals captured, persuaded to surrender, or eliminated
Serious and particularly serious crimes have also decreased significantly year-on-year.
In drug-related efforts, police uncovered 7,200+ cases, involving over 13,200 suspects, with seizures of:
80 kg of heroin
562 kg and more than 1.2 million pills of synthetic drugs
539 kg of cannabis
Additionally, police handled 222 cases involving 437 individuals related to corruption and abuse of power.
Tackling emerging challenges in Q2/2025
Among the priorities for Q2, the Ministry highlighted the U.S. announcement of a 46% import tariff on 90% of Vietnamese goods.
In response, local and central police units have been instructed to closely monitor the situation and crack down on price manipulation, speculation, and any actions that may destabilize the economy or negatively affect the investment climate. The goal is to safeguard market confidence and protect citizens' livelihoods.
Other key Q2 objectives include:
Ongoing anti-crime campaigns targeting specific sectors and regions
Expediting investigations into cases under the oversight of the Central Steering Committee for Anti-Corruption and Negative Practices
Intensifying crackdowns on high-tech crime
A nationwide sweep of drug users and addicts, including those under post-rehabilitation supervision
Eliminating drug hotspots and high-risk zones
