The proposed railway includes a segment from Hai Phong to Quang Ninh that is part of the coastal corridor connecting Nam Dinh - Thai Binh - Hai Phong - Quang Ninh.

The planned Lao Cai - Hanoi - Hai Phong - Quang Ninh railway will have a total length of 461.5 kilometers. It begins at Lao Cai border gate, where it will connect with China’s railway network, and ends at Cai Lan Station in Ha Long City, Quang Ninh Province.

The route will pass through 10 provinces and cities. The proposed breakdown is as follows: 65.01 km in Lao Cai, 76.8 km in Yen Bai, 60.05 km in Phu Tho, 41.75 km in Vinh Phuc, and 43.76 km in Hanoi and Bac Ninh. This includes the main route of 40.54 km and a 3.22 km branch line connecting to Yen Vien Station.

The railway continues with 16.87 km through Hung Yen, 40.97 km through Hai Duong, 83.97 km through Hai Phong, and 35.54 km of coastal rail in Quang Ninh.

In addition, the planning consultancy has proposed 38 stations, including five marshalling yards located in Lao Cai, Yen Thuong, South Hai Phong, Ha Long, and Cai Lan. Lao Cai Station will also function as an international intermodal terminal. Ha Long Station will serve passengers only, while Cai Lan Station will handle freight exclusively.

There will be 16 intermediate stations handling both passenger and cargo operations, located in key urban centers such as Bao Thang, Sa Pa, Van Ban, An Thinh, Yen Bai, Ha Hoa, Thanh Ba, Phu Tho, Viet Tri, Vinh Phuc, Phuc Yen, Bac Hong, Dong Anh, Dai Dong, Binh Giang, and South Hai Duong.

Six freight-only stations are planned in Lap Thach, Binh Xuyen, Lach Huyen, South Do Son, South Dinh Vu, and Dinh Vu.
