
The Vietnamese government has instructed the Ministry of Public Security to implement necessary measures to officially launch the National Data Center on August 19.
This directive is detailed in Notice No. 171 dated April 11, which summarizes the first meeting of the Government's Steering Committee on the development of science, technology, innovation, digital transformation, and Project 06.
The conclusion highlighted significant achievements in national scientific and technological advancement, innovation, digital transformation, administrative reform, and the implementation of Project 06.
Legal and policy frameworks have gradually been improved, with four laws, 32 decrees, and 34 circulars already issued.
As of now, 100% of eligible citizens have been issued chip-based citizen ID cards. Additionally, 61 million electronic identification accounts have been activated, and online public services have continued to evolve effectively.
Prime Minister Pham Minh Chinh, head of the Government's Steering Committee, emphasized the need to continue refining legal frameworks to be open and flexible. He also stressed the importance of synchronized digital infrastructure development, ensuring seamless connectivity, expanding 5G coverage, enhancing high-speed fiber optic networks and satellites, and completing essential national databases. A rapid plan for training high-quality human resources was also requested.
The Prime Minister directed ministries and localities to complete databases and ensure connectivity and authentication with the national population database. By 2025, all airports, seaports, and border gates must adopt biometric technology integrated with the VNeID platform.
The government is accelerating the paperless transformation, requiring all leaders, officials, and civil servants at all levels to handle administrative work entirely online and use digital signatures. Efforts will be made to minimize administrative procedures and reduce compliance costs for both citizens and businesses.
Furthermore, digital versions of official documents integrated into electronic ID accounts will be legally equivalent to traditional papers, eliminating the need for physical copies, notarizations, or certifications.
The Ministry of Public Security has been tasked with ensuring the National Data Center becomes operational by August 19. Additionally, the ministry will explore the establishment of a national innovation and data exploitation center within the same facility in April.
Several core technologies and data-related products are set to be launched soon, including a national data coordination and processing platform, a national data exchange, a national blockchain platform, a decentralized identification application, a national cryptocurrency exchange, a high-performance computing center, a national virtual assistant, and a civil data center.
The Prime Minister has also requested that ministries and related agencies propose the development of a shared authentication platform for intellectual property identification to support copyright management and product origin tracing.
