
On the afternoon of March 5, General Phan Van Giang, Minister of National Defense, presided over a ceremony announcing the merger and reorganization of multiple agencies within the Ministry of National Defense, the General Staff, and the General Political Department.
Under the new restructuring plan, several units have been consolidated. The Department of Finance, the Department of Planning and Investment, and the Department of Economics have been merged into a single Department of Finance.
The Institute for National Defense Strategy and the Institute of Military History have been combined into the Vietnam Institute for National Defense Strategy and Military History.
The Department of Mapping and the Department of Operations have been merged to form the Department of Operations.
Additionally, the Ministry of National Defense’s Social Insurance Agency and the Department of Policy have been reorganized into the Department of Policy and Social Affairs.
During the ceremony, General Phan Van Giang emphasized that the military’s restructuring efforts have been successfully completed ahead of schedule, achieving the targets set by Resolution No. 05 of the Central Committee a full year in advance.
The Minister underscored that adjusting the military’s organizational structure is a necessary and objective requirement, aligning with practical needs while reflecting a modern and strategic vision for national defense.
The restructuring aims to enhance the effectiveness of Vietnam’s military forces in national security and defense.
General Phan Van Giang urged all officers, personnel, and soldiers to fully understand the significance of these changes.
He called for a strong determination to overcome challenges and ensure that the newly formed units quickly stabilize their operations while maintaining and building on their previous achievements.
He emphasized the need for a rapid transition to new organizational structures, assigning clear responsibilities and ensuring that each unit operates effectively within its new framework.
The Minister also highlighted the importance of maintaining discipline, professionalism, and adherence to regulations within all military agencies.
The Minister called for proactive communication and personnel management to address any concerns among officers and soldiers during the transition.
He stressed the importance of providing policy support for military personnel, maintaining strict discipline, and upholding operational readiness.
As part of the restructuring efforts, General Phan Van Giang also emphasized the importance of preparing for upcoming Party congresses at all levels, ensuring that Party organizations within the military remain strong, transparent, and effective.
He called for the development of a highly capable and professional leadership team, ensuring both continuity and long-term strategic growth within the military.
