
On behalf of the Politburo, Standing Member of the Secretariat Tran Cam Tu has signed Conclusion No. 128, outlining the decision to temporarily halt the recruitment, appointment, and nomination of officials for leadership and managerial positions in various agencies and units undergoing structural reorganization.
The directive specifies that from March 7 onwards, until the completion of the restructuring process - which includes the merger of provinces, the elimination of district-level administrations, and the reorganization of communal administrative units - appointments must be paused to ensure alignment with the ongoing institutional streamlining efforts.
This applies to the restructuring of the Vietnam Fatherland Front, political organizations, and mass associations assigned tasks by the Party and the State.
For organizations at the central level, including the Vietnam Fatherland Front and other political and social organizations, the recruitment, planning, transfer, appointment, and nomination of leaders and managers within these bodies and their affiliated units will be temporarily suspended.
At the provincial level, the directive halts the recruitment, planning, transfer, and appointment processes for leadership positions, including Deputy Secretary, Chairman of the People's Council, Chairman of the People's Committee, Vice Chairman of the People's Council, and Vice Chairman of the People's Committee of provinces and cities.
It also applies to the reorganization of Party committees, standing committees for the 2020-2025 term, and the leadership of the Vietnam Fatherland Front, political organizations, and mass associations assigned tasks by the Party and State.
Similarly, for district and communal levels, the suspension applies to the recruitment, planning, transfer, appointment, and nomination of leaders, as well as the restructuring of Party committees, standing committees, and key leadership roles such as Secretary and Deputy Secretary at district and communal levels.
However, in exceptional cases where it is deemed absolutely necessary to fill leadership positions, the process will be subject to strict regulatory oversight.
Specifically, for the appointment of Deputy Secretaries, Chairpersons of the People's Councils, Chairpersons of the People's Committees, and Vice Chairpersons of the People's Committees at the provincial level, as well as for supplementary appointments to provincial Party standing committees and leadership positions within the Vietnam Fatherland Front and other organizations, the Party committees must report to the Politburo and the Secretariat for approval before proceeding with the appointment process.
For district-level appointments involving Secretaries, Deputy Secretaries, Chairpersons, and Vice Chairpersons of People's Councils and People's Committees, the provincial Party standing committee must consult with the Central Organization Commission before proceeding with the appointment process.
For communal-level appointments, the provincial Party standing committee is responsible for carefully considering all aspects before making a decision and must bear full responsibility before the Politburo for any appointments made.
The directive also clarifies that the restructuring of leadership positions as per the Politburo and the Secretariat’s policies will continue according to established regulations.
Additionally, any personnel processes already initiated and submitted to the Central Organization Commission before March 7 will be reviewed under existing regulations.
Furthermore, Conclusion No. 128 outlines that leadership appointments for military, police, court, and prosecution agencies at the local level will be managed by the respective Party committees of the Central Military Commission, the Public Security Central Party Committee, the Supreme People’s Court, and the Supreme People’s Procuracy, ensuring consistency with the Politburo’s directives while addressing the practical needs of each institution.
