
Following Resolution 57-NQ/TW of the Politburo and the Government’s Action Plan for breakthroughs in science, technology, innovation, and digital transformation, Bac Ninh has issued Plan No. 92/KH-UBND on February 14, 2025.
The plan outlines the province’s goal to become one of Vietnam’s leading training, research, and development hubs.
Strong investment in technology infrastructure
To achieve this vision, Bac Ninh is developing major projects, including:
Science and Technology Training and Research Zone I (200 hectares in Bac Ninh City)
Science and Technology Training and Research Zone II (500 hectares in Tien Du District)
Capital Region Institute for Advanced Science and Technology Research (300 hectares in Gia Binh District)
Two specialized research and development centers (200-300 hectares in Gia Binh District)
Additionally, Bac Ninh is restructuring its high-tech agricultural experimental zone in Viet Doan Commune, Tien Du District, following international models to become a center for agricultural technology demonstration and transfer.
The province is also positioning itself as a major growth hub for the semiconductor industry, focusing on chip manufacturing, semiconductors, and core technologies such as AI and IoT.
To support this, Bac Ninh is actively attracting foreign direct investment (FDI) and building shared research infrastructure while developing a semiconductor ecosystem with domestic and international partners.
Several global corporations, including Amkor (Yen Phong II-C Industrial Park), Micro Commercial Components (Yen Phong I Industrial Park), and Victory Giant Technology (VSIP Industrial Park), have already established a presence in Bac Ninh, laying a solid foundation for the province’s semiconductor sector.
Developing human resources and advancing digital transformation
Recognizing the importance of skilled labor, Bac Ninh is collaborating with universities and research centers both domestically and internationally to train talent in IT, telecommunications, STEM, and semiconductor industries.
The province aims to develop a highly skilled workforce across all segments of the semiconductor value chain, from chip design to packaging and testing, to meet local and national demand.
In parallel, Bac Ninh is driving comprehensive digital transformation, enhancing e-governance, the digital economy, and smart city development.
The province aspires to become a "City of the Future", leading in digital governance to improve public administration and quality of life.
Key initiatives include green and circular industrial zones, streamlined administrative processes, and expanded online public services.
To date, over 92,000 digital signatures have been issued to residents, with a target of 100% digital signature adoption among officials, public employees, and students by February 28, 2025.
Economic growth and future ambitions
Bac Ninh’s GRDP in 2024 reached over VND 232 trillion ($9.4 billion), with a 6.03% growth rate, ranking 9th nationwide. In 2025, the province aims for double-digit growth, surpassing the national average of 8%, driven by high-tech sectors such as semiconductors, green hydrogen, and innovation.
Creating a favorable investment climate remains a key strategy to attract FDI and ensure sustainable development.
The Bac Ninh Department of Information and Communications reported that in 2024, fiber-optic broadband infrastructure expanded across the province, ensuring 100% household access. 5G networks, deployed by VNPT and Viettel, now cover key industrial zones and most district centers, with 200 base stations ensuring high-quality service.
By 2030, Bac Ninh aims to be among Vietnam’s top provinces for digital transformation, fostering digital industries, smart manufacturing, and high-tech industrial parks to position itself as a leader in the national innovation ecosystem.
The Vinh
