On February 27, the Ministry of Justice officially transferred the state management of judicial records and the issuance of judicial record certificates to the Ministry of Public Security.

A coordinated transition for judicial record management

Over the past months, the Ministry of Justice has worked closely with the Ministry of Public Security to ensure a smooth transition. The National Center for Judicial Records and related departments provided technical guidance and training to public security units on operating the judicial record management system.

The handover ceremony on February 27 was attended by Deputy Minister of Justice Nguyen Thanh Tinh, Senior Lieutenant General Le Quoc Hung, Deputy Minister of Public Security, and representatives from both ministries.

Starting March 1, 2025, the Ministry of Public Security will officially assume full responsibility for judicial record management. This transition aligns with the Vietnamese government’s policy to streamline administrative structures and enhance state management efficiency in the judicial record sector.

The role of judicial records in Vietnam

Vietnam’s Law on Judicial Records was passed by the National Assembly on June 17, 2009, and took effect on July 1, 2010.

After nearly 15 years of implementation, a comprehensive legal framework has been established to regulate judicial record management, gradually integrating the law into daily legal and administrative processes.

Judicial records serve as an essential legal tool for individuals to verify their criminal history status, supporting their reintegration into society after completing legal sentences. The system also plays a vital role in personnel management and social governance for various organizations.

The Ministry of Justice has issued over 8 million judicial record certificates to individuals, agencies, and organizations, with continuous reforms to simplify and improve application procedures. The transition to the Ministry of Public Security is expected to further enhance these services.
