Prime Minister Pham Minh Chinh has instructed deputy prime ministers, ministers, and heads of ministerial-level agencies to organize quarterly working missions with local governments to accelerate economic growth.

The directive, issued through an official telegram, emphasizes efforts to boost business activity, public investment, and exports, while implementing national target programs to ensure that the 2025 growth targets are met or exceeded.

Coordinated efforts to achieve 8% GDP growth

The government’s directive, sent to provincial party secretaries, city party chiefs, and provincial and municipal leaders, highlights the need to resolve challenges hindering production, investment, and trade.

The prime minister has mandated that central government task forces regularly visit localities to ensure that economic growth scenarios outlined in Resolution No. 25/2025 are effectively implemented.

The 2025 national target of at least 8% GDP growth is seen as a crucial stepping stone toward achieving double-digit growth in the 2026-2030 period.

The directive calls for focused guidance on speeding up public investment disbursement, using public investment to stimulate private sector growth, and revitalizing traditional economic drivers such as investment, consumption, and exports.

Additionally, new economic growth engines - such as digital economy, green economy, circular economy, creative economy, and the sharing economy - must be prioritized.

To ensure sustained progress, local authorities must develop quarterly economic growth scenarios, diversify markets, supply chains, and production networks, and improve business conditions to stimulate industrial and commercial activity.

Addressing unresolved issues and ensuring accountability

The prime minister has ordered a comprehensive review of previous local government recommendations, ensuring that outstanding issues are identified and resolved. Unaddressed matters must be examined to determine both objective and subjective causes, with clear action plans based on the "five clarities" principle:

Clear responsibilities – identifying the responsible individuals and entities

Clear tasks – defining specific actions needed

Clear authority – clarifying decision-making powers

Clear timelines – setting deadlines for resolution

Clear outcomes – ensuring measurable results

The government will continue monitoring and addressing emerging challenges, taking direct action where possible and submitting larger-scale issues to higher authorities for resolution.

Key focus areas include business development, job creation, public investment disbursement, export growth, infrastructure expansion, social housing projects, and poverty reduction efforts. The directive also emphasizes the national program to eliminate substandard housing.

Science, innovation, and regional development

A major component of the government’s growth strategy is the implementation of Resolution No. 57 issued by the Politburo, which focuses on breakthroughs in science, technology, innovation, and digital transformation.

The government is also pressing forward with regional development plans, ensuring that each region’s growth strategy aligns with national planning policies. These efforts aim to enhance interprovincial collaboration, streamline economic policies, and accelerate infrastructure modernization.
