At the closing session of the 11th Plenum of the 13th Party Central Committee on April 12, General Secretary To Lam emphasized key decisions on preparations for the 14th National Party Congress and the upcoming National Assembly and People’s Councils elections for 2026–2031.

The Central Committee unanimously approved the addition of personnel to the planning list for the 14th Party Central Committee and adopted orientations for elections to the 16th National Assembly and local People’s Councils.

In his closing speech, General Secretary To Lam said the draft documents for Party Congress 14 have been shortened by 30–35% while remaining comprehensive and action-oriented. They reflect a renewed strategic vision aimed at ensuring national stability, development, and improved living standards.

The overarching goal for the next term, he stressed, is to establish a new growth model that focuses on science, technology, innovation, and national digital transformation, positioning the private sector - both domestic and foreign-invested - as a key driver of economic development.

He also highlighted the urgent need to overcome longstanding structural challenges by adopting new thinking and revolutionary approaches for sustainable and autonomous development.

The Central Committee approved the draft orientation for personnel work for the next term and agreed to amend the Party Charter and oversight regulations, update Directive 35 and Conclusion 118 on Party congresses at all levels, and define the pathway for upcoming elections.

The Politburo is expected to soon issue major resolutions including one on legal reform for national development, another on promoting the private economy, and others on science-technology breakthroughs, innovation, and international integration.

General Secretary To Lam reiterated Vietnam’s development targets:

By 2030: Become a modern industrialized country with upper-middle income.
By 2045: Achieve high-income developed nation status.

The Party calls on all levels of leadership to engage deeply with draft documents, finalize development strategies for merged localities, and foster a socialist-oriented model of governance, ethics, and civilization.

The final drafts will be submitted to the 12th Plenum for review and wider consultation among Party members and the public.
