According to the draft plan, by 2030, there will be a total of 173 fishing ports nationwide.

The central coastal region from Quang Tri to Binh Thuan will have the largest number of fishing ports, with 82 in total. Following closely are the Gulf of Tonkin with 45 ports, the sea area off the southeastern region with 33, and the southwestern region with 13 ports. By 2050, the plan will increase the number of fishing ports to 180.

Vietnam’s ambitious blueprint includes the establishment of 160 storm shelters by 2030, comprising 30 at the regional level and 130 at the provincial level, catering to over 90,000 fishing boats. Among these, the central coastal region will house 73 shelters, the Gulf of Tonkin, southeastern coastal region, and Southwest coastal region hosting 47, 24, and 16 storm shelters, respectively.

During the 2021-2025 period, local authorities will prioritize investments in infrastructure and services at fishing ports in major fishery hubs, along with regional storm shelters.

Total capital required for essential infrastructure for fishing ports and storm shelters for fishing vessels by 2030 is estimated to be nearly VND58 trillion, with over VND18 trillion earmarked for the 2021-2025 period.
