Prime Minister Pham Minh Chinh on April 2 chaired a hybrid conference with Vietnamese representative agencies abroad and provinces and cities nationwide to discuss enhancing economic diplomacy and its role in Vietnam’s development in 2024 and beyond.
Addressing the event, PM Chinh highlighted investment, export and consumption as three traditional growth engines, alongside emerging sectors such as green economy, digital economy, circular and sharing economies.
The PM emphasised the need for breakthroughs in economic diplomacy this year guided by the spirit of renewed mindset, creative strategy, unanimous awareness and unified actions.
He outlined major orientations for economic diplomacy in the time ahead, one of which is to well prepare for external activities of both high-ranking officials and all-level exchanges and clearly define specific plans, projects and products with each partner.
Ministries, sectors, localities, businesses and rep. agencies should work together to renew growth drivers while promoting new ones such as digital economic, green economy, circular economy, sharing economy and knowledge-based economy, as well as new breakthrough fields like hi-tech, innovation, semi-conductor, hydrogen and AI.
The PM requested efforts to optimize potential of newly-upgraded frameworks and relations and signed FTAs, as well as the resources of more than 6 million Vietnamese overseas.
The Foreign Ministry reported on comprehensive and effective economic diplomacy efforts by ministries, agencies and localities, which have opened up new directions for cooperation and contributed significantly to Vietnam's socio-economic development.
Economic cooperation has been made the focus of nearly 60 high-level diplomatic activities conducted by Party and State leaders since early 2023, resulted in many specific economic cooperation agreements with various partners. Notably, market access and attracting resources for new economic fields in green technology, energy transition, hi-tech agriculture, tourism, and labour have always been on the agenda of high-level exchanges with big partners in Northeast Asia, Europe, North America, and potential partners in South Asia, East Europe, Middle East, Africa and Latin America. The mobilisation of resources of overseas Vietnamese has also been promoted.
Ministries, sectors and representative offices abroad have actively supported Vietnamese localities and enterprises in participating in international events and promotional activities, and connected Vietnamese businesses with international partners to expand markets so as to draw quality foreign direct investment (FDI) and secure new-generation official development assistance (ODA).
They have also closely monitored and warned about trade defence measures used by other countries, protected the legitimate rights of Vietnamese businesses abroad, and timely provided information on the world economic situation and trends to localities and domestic enterprises.
Ministries and agencies are working closely together to carry out the 16 signed free trade agreements (FTAs), advancing negotiations on new agreements like the Comprehensive Economic Partnership Agreement (CEPA) with the United Arab Emirates, and FTAs with the European Free Trade Association (EFTA), Mercosur, among others; advocating the recognition of Vietnam's market economy status, contributing responsibly and effectively to important multilateral economic cooperation mechanisms such as the United Nations, ASEAN, APEC, Mekong, G7, G77 and WEF.
Economic diplomacy activities have contributed significantly to Vietnam's total export-import turnover of 683 billion USD in 2023, with an all-time high trade surplus of about 28 billion USD. Despite the global economic downturn, Vietnam attracted nearly 36.6 billion USD in FDI, up 32.1%, with some 23.2 billion USD disbursed, the highest level ever recorded./.

Party leader’s instructions on clean, strong leadership building applauded
Party General Secretary Nguyen Phu Trong recently demanded preventing those persons committing any of certain shortcomings from entering the 14th Party Central Committee, which many Party members considered essential to building a clean and strong leadership.
The Party leader delivered a speech at the recent first meeting of the sub-committee on personnel affairs of the 14th National Party Congress which focuses on some issues requiring special attention during the personnel preparation for the coming congress. In the address, he underlined the demand for not missing truly moral, talented, and eligible persons while preventing those committing any of certain shortcomings from entering the 14th Party Central Committee.
Voicing support for the speech, Giang Mi Say, Secretary of the Party Committee of Lung Cu commune in Dong Van district, the northernmost province of Ha Giang, noted one of the first shortcomings General Secretary Trong mentioned in his speech is to show unsteadfast political mettle; not stay persistent in the Party’s guidelines and viewpoints; show political opportunism, desire for power, flattery, solicitation, corruption, bureaucracy, and group interests; and neither protect the right nor fight against the wrong.
Say said members of the Party Central Committee are outstanding individuals who have served in many positions, so they need to bring into play their sense of responsibility and build a strong political mettle – a factor critical to their task performance.
Besides, violating the principle of democratic centralism, practicing demagogy and arbitrariness, showing unfairness or injustice in personnel assessment and use, and repressing those straightforwardly voicing criticism are also shortcomings that a member of the Party Central Committee must avoid, according to the Lung Cu official.
Lawyer Ha Huy Tu, Director of the Legal Advisory Centre for the Poor and Community Development at the Vietnam Lawyers Association, perceived that the speech by the Party chief, who is also head of the sub-committee on personnel affairs of the 14th National Party Congress, is both general and detailed, easy to be applied in reality.
General Secretary Trong’s speech also aims to help the public realise signs of shortcomings to prevent ineligible persons who lack morality or talent from holding leadership posts.
Over the recent past, Tu went on, the combat against economic crimes and corruption has proved that an individual showing any of the shortcomings pointed out by the Party leader may cause negative consequences for the nation and the people.
Basing on experience of previous tenures, the speech identified righteous and comprehensive methodology for selecting personnel for not only the Party’s next tenure but also many years to come, he said.
The lawyer also highly valued the speech’s statement that the personnel preparation for the 14th National Party Congress is a task of not only the personnel affairs sub-committee, the Politburo, the Secretariat, or the Party Central Committee but also the entire political system, all-level Party committees, Party organisations, agencies, units, and localities.
Meanwhile, Vu Mi Ho, Secretary of the Party cell in Then Van hamlet of Lung Cu commune, held that since members of the Party Central Committee are those winning high prestige and trust from people, to avoid shortcomings, they must do as they say, lead a good moral example, seriously adhere to the Party’s guidelines and the State’s policies and laws, order cadres and Party members to disseminate the Party’s guidelines to the public, and give detailed instructions.
He also underlined the need for each member of the Party Central Committee to proactively make self-improvement, improve their knowledge about various fields, actively perform their tasks, and conduct criticism and self-criticism so as to deserve their role as a “truly staunch servant of the people“./.
HCM City to open 14 more bus routes to airport
Fourteen more bus routes connecting HCM City's Tân Sơn Nhất International Airport will be put into operation this year, according to the city’s Department of Transport.
The work is expected to meet travel needs and ease current congestion, which often occurs in the pickup and drop-off areas in front of the airport’s domestic terminal.
The new routes are being carried out by Hải Vân International Transportation Joint Venture Company’s HCM City Branch.
In November 2022, the company, which is based in northern Hải Dương Province, proposed to open new bus routes connecting the airport with urban areas and bus stations.
It is currently doing administrative procedures relating to pick-up and drop-off stops along the routes to submit to the Department of Transport for approval of the implementation of the work on the 49th anniversary of South Việt Nam's Liberation and National Reunification Day (April 30).
Accordingly, there will be about 30 pick-up and drop-off stops along the route. The end points will be at urban areas, residential areas, hotels and tourist attractions to help people to easily access the buses.
Aiming to improve service quality and free up space for luggage, vehicles operating on the routes will have 16 seats. Each bus route will have 12 vehicles operating 24/7.
Four out of the company’s 14 proposed routes will connect the airport and the new Miền Đông (Eastern) Bus Station in Thủ Đức City.
Two routes will go to Miền Tây (Western) Bus Station in Bình Tân District.
Two others will connect to Phú Mỹ Hưng urban area in District 7 and Trung Sơn Residential Area in Bình Chánh District.
The remaining routes will connect the airport to Trung Sơn Residential Area and Nguyễn Văn Linh Boulevard in District 7; Phú Định Resettlement Area in District 8; Phú Long Bridge in District 12; Hóc Môn Market in Hóc Môn District; Dương Hồng - Mizuki Residential Area and Vinhomes Central Park Urban Area in Bình Chánh District; and Thảo Điền Ward and Kim Cương (Diamond) Island in Thủ Đức city.
These new routes will contribute to meeting the increasing travel demand of passengers, especially during peak time, and create more selections for tourists to move to destinations and bus stations during festivals.
About eight km from the city centre, the airport in Tân Bình District is the city’s major transport hub. It serves about 120,000 passengers every day, so the number of vehicles picking up passengers at the airport is very high.
There are only four bus routes running to the airport, including route No. 103 connecting to chợ Lớn Bus Station in Gò Vấp District, route No.109 connecting to Sài Gòn Bus Station in District 1, route No.152 going to Bình Chánh District, and route No.72-1 leading to the southern province of Bà Rịa-Vũng Tàu.
