On February 25, the Ministry of Public Security officially announced the establishment of the National Data Center, marking a significant step toward enhancing digital governance, economic development, and cybersecurity.

A centralized hub for national data management

The National Data Center, operated under the Ministry of Public Security, will be responsible for integrating, synchronizing, storing, analyzing, and managing data from various government agencies.

The center aims to build a comprehensive data infrastructure, focusing on human-centered databases and national digital resources.

By providing core data services, the center will support policymaking, digital economy growth, and the advancement of e-government, ensuring national security and cybersecurity.

It will also serve as a technological backbone for political, social, and governmental organizations seeking to optimize data usage.

Strategic vision and policy direction

During the launch ceremony in Hanoi, Minister of Public Security Luong Tam Quang emphasized the center’s role in maximizing the value of data as a key national asset.

“Alongside the success of Project 06, the National Data Center is positioned to unlock the full potential of data, a valuable resource that will drive innovation, productivity, and Vietnam’s global competitiveness,” he stated.

The center will act as a consolidated database, enabling the development of trusted digital platforms for governance, economic planning, and social services. It aims to ensure a secure, efficient, and interconnected digital infrastructure that supports Vietnam’s transition to a digital-first society.

Key tasks and development roadmap

Minister Luong Tam Quang outlined several key priorities for the center:

Legal framework development: The center will collaborate with relevant agencies to draft and implement regulatory guidelines aligned with the Data Law.

Innovation funding: Plans are in place to establish a Data Science Innovation Fund, supporting startups and enterprises in data-driven initiatives.

Data utilization policies: The government will develop mechanisms to encourage the ethical and strategic use of national data for digital transformation.

National security and cybersecurity: The center will ensure strict data protection standards, safeguarding critical information assets.

Infrastructure standardization: The center will establish a regulatory framework for data classification, storage, and access, reinforcing Vietnam’s digital resilience.

Additionally, efforts will be made to complete core national databases, particularly those related to population records, digital identity systems, and open data platforms. The center will also accelerate the development of a data marketplace, enabling public and private entities to leverage data for economic and technological advancements.

Leadership and operational structure

At the event, Minister Luong Tam Quang officially appointed Major General Nguyen Ngoc Cuong as Director of the National Data Center. Under his leadership, the center is expected to become a driving force in Vietnam’s national digital strategy.

With the establishment of the National Data Center, Vietnam is taking a crucial step toward building a secure, efficient, and interconnected data-driven society, paving the way for economic innovation and digital governance.
