In addition to aircraft from Airbus (France) and Boeing (USA), Vietnam’s aviation authorities have officially approved the import of airplanes manufactured in Canada, Brazil, Russia, the United Kingdom, and China.

Previously, government regulations required that aircraft imported into Vietnam must have type certification issued by either the U.S. Federal Aviation Administration (FAA), the European Union Aviation Safety Agency (EASA), or the Civil Aviation Authority of Vietnam.

This restriction effectively limited eligible aircraft to a few manufacturers such as Airbus and Boeing.

According to the Ministry of Construction, the limitation reduced domestic airlines’ opportunities to access aircraft developed and manufactured by other technologically advanced aviation nations.

To address this, on April 15, the government issued Decree No. 89/2025/ND-CP, officially allowing the import and operation of COMAC aircraft from China, as well as airplanes produced and type-certified by manufacturers from Brazil, Canada, Russia, and the United Kingdom.

Shortly after, Deputy Minister of Construction Le Anh Tuan signed the Civil Aviation Safety Regulations governing aircraft and aircraft operations. Circular No. 03/2025/TT-BXD permits the Civil Aviation Authority of Vietnam to expand its certification recognition system for certain types of aircraft.

Specifically, the Civil Aviation Authority of Vietnam is now authorized to grant and recognize airworthiness certifications for aircraft based on the approval standards of the following countries:

The U.S. Federal Aviation Administration (FAA) for aircraft with FAA-issued type certificates;

The European Union Aviation Safety Agency (EASA) for aircraft certified by EASA;

Canada’s aviation authority for aircraft certified by Canadian regulators;

Brazil’s aviation authority for aircraft with type certificates issued by Brazil;

The Russian Federation’s aviation authority for Russian-certified aircraft;

The United Kingdom’s Civil Aviation Authority for aircraft certified in the UK;

China’s Civil Aviation Administration (CAAC) for aircraft with Chinese-issued type certificates.

As of April 16, aircraft manufactured and certified in the United States, Europe, Canada, Brazil, Russia, the United Kingdom, and China are all eligible for import into Vietnam.
