The government of Vietnam has officially issued Decree No. 87/2025, approving a 30% reduction in land lease fees for 2024, aiming to support businesses and land users amid economic challenges.

This decree applies to individuals and organizations currently leasing land directly from the state under valid decisions, contracts, or land use rights certificates effective during 2024.

Even in cases where legal land-use procedures had not been completed at the beginning of the year, land users will still be eligible if they finalize the legal paperwork — including land lease contracts or land use rights certificates — before submitting their application for the fee reduction. The policy is applicable only to those paying annual land lease fees.

This reduction applies universally, including for land users who are not currently entitled to exemptions or reductions or have already exhausted their tax relief period, and also for those already receiving reductions under other policies.

Specifically, the 30% reduction is calculated based on the payable amount for the year 2024 only, and does not include debts from previous years or late payment interest (if any). For those already benefiting from other reductions, the 30% applies to the remaining payable amount.

To qualify, applicants must submit a formal request using the legally prescribed form between April 11 and July 31, 2025, to the relevant tax or land management authorities. Late submissions will not be considered.

The decree came into effect on April 11, 2025.
