On the evening of April 14, Tran Cam Tu, Politburo member and Permanent Member of the Secretariat of the Communist Party of Vietnam, held talks with Cai Qi, member of the Standing Committee of the Politburo, Secretary of the Secretariat, and Director of the General Office of the Communist Party of China.

Tran Cam Tu affirmed that the visit of General Secretary and President Xi Jinping to Vietnam, following General Secretary To Lam’s visit to China in August 2024, marks an important new momentum and breakthrough in deepening and strengthening the relationship between the two Parties and the two countries in the new era of development.
He emphasized that fostering a sustainable, long-term relationship with China, continuously reinforcing political trust, and expanding substantive cooperation is Vietnam’s consistent policy.
This is a strategic choice and top priority in Vietnam’s independent, self-reliant, multilateral, and diversified foreign policy.
Cai Qi stated that President Xi Jinping's choice of Vietnam as the first country to visit in 2025 reflects the high regard that China places on Vietnam and bilateral relations.
He expressed support for Vietnam's development goals and conveyed best wishes for the successful organization of the 14th National Party Congress.
He also voiced confidence that the Chinese leader’s visit would create a positive atmosphere for high-quality, advanced bilateral cooperation.
During the meeting, both sides highlighted the significant achievements in Vietnam - China relations, particularly through the strategic guidance of Party-to-Party diplomacy and its alignment with the “six more” cooperation orientation.
They noted that inter-Party collaboration has effectively implemented high-level consensus and helped elevate bilateral ties to new heights.
The two sides expressed satisfaction with the fruitful results of the recent high-level talks between General Secretary To Lam and General Secretary, President Xi Jinping, especially their shared understanding on strategic directions to deepen the Comprehensive Strategic Cooperative Partnership and the Vision for a Shared Future between Vietnam and China.
They agreed on key directions and measures through Party channels to realize the strategic vision and leadership directives of both General Secretaries in the new stage of relations.
The two Parties will maintain regular high-level exchanges in flexible formats to timely guide development strategies and strengthen ties.
They will also enhance the sharing of ideological, theoretical, and practical experiences, while deepening bilateral mechanisms, including joint Party cooperation plans and special theoretical seminars.
The two sides agreed to organize regular meetings between the Secretary of the Party Committee of the Vietnamese Ministry of Foreign Affairs and the Head of the CPC International Liaison Department; expand inter-parliamentary cooperation and exchanges between the Vietnam Fatherland Front and the Chinese People’s Political Consultative Conference; and promote the role of the Vietnam - China Bilateral Cooperation Steering Committee and strategic exchanges in diplomacy, national defense, and public security at the ministerial level.
Both parties also agreed to vigorously promote practical cooperation that serves the people of both countries, jointly organize the 75th anniversary of diplomatic relations, enhance people-to-people exchanges, and strengthen the "solid social foundation" of the bilateral relationship.
Importantly, both sides reaffirmed the need to strictly adhere to high-level common understandings in addressing maritime issues.
Tran Cam Tu emphasized mutual respect for each other’s legitimate interests in accordance with international law and proposed greater efforts to manage and resolve maritime disputes peacefully, based on international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS), to preserve peace and stability in the East Sea and the broader region.
