The pilot program, which began on November 1, 2023, allows cargo trucks to transport goods in both directions, reducing the number of empty containers and cutting costs for businesses.
Under the plan, vehicles importing goods must declare and unload cargo at customs inspection points within the border area. Participating companies are expected to comply with all relevant regulations, including those governing drivers, import and export processes, and associated fees.
International transport vehicles must meet specific criteria, such as holding an “International Road Transport Permit” and complying with health inspections. The trial operates on the principles of equity and mutually beneficial cooperation between transport businesses on both sides of the border.
Local authorities and agencies in the border area are actively supporting import and export companies to ensure smooth customs clearance during the trial period. The Lao Cai Economic Zone Management Board is facilitating information exchange between businesses and effectively coordinating activities throughout the trial.
Once the plan is fully operational, participating businesses will engage in direct cooperation. The Lao Cai Economic Zone Management Board will maintain regular communication with the Hekou Border Gate Management Office in China to address any emerging issues.
Currently, around 400 vehicles traverse Lao Cai daily for import and export activities. However, there is a significant imbalance between the number of export and import vehicles at the Kim Thanh Land Border Gate, with each day seeing 50-80 cargo vehicles departing from Vietnam for export, while a substantial 320-350 cargo vehicles enter Vietnam from China.
