At the official talks held this afternoon, General Secretary To Lam warmly welcomed General Secretary and President of China Xi Jinping and expressed confidence that his visit would mark a new milestone in the long-standing friendship between the two Parties, the two countries, and the two peoples.

Xi Jinping expressed his pleasure in returning to Vietnam – a “comrade and brother” nation – just over a year since his last visit. He emphasized that choosing Vietnam as the first destination for his overseas visits in 2025 reflects the high regard the Chinese Party and State place on China - Vietnam relations and the deep affection between the two nations.

He affirmed that through this visit, he was ready to work closely with General Secretary To Lam and Vietnam’s top leadership to further consolidate the traditional friendship and define a long-term vision for building the China - Vietnam Community with a Shared Future. This vision, guided by the “six enhancements,” aims to strengthen mutual development and contribute to global progress.

As comrades and brothers on the socialist modernization path, China and Vietnam must remain united, cooperate closely, and advance together toward prosperity for their people and progress for humanity.

To Lam reaffirmed that Vietnam considers its relationship with China to be a strategic priority and a vital part of its foreign policy orientation.

President Xi acknowledged Vietnam’s stability and the notable achievements of its Doi Moi (Renewal) reforms in recent years, which have raised its international stature. As a friendly neighbor, China celebrates and respects Vietnam’s accomplishments.

He also praised Vietnam’s bold reform measures and said China recently held a Central Conference on Neighborhood Diplomacy, which set forth a vision for building “five major homes” with neighboring countries: homes of peace, security, prosperity, beauty, and friendship. These efforts are based on principles of harmony, stability, shared prosperity, sincerity, mutual benefit, and inclusiveness.

China remains committed to maintaining a friendly policy with Vietnam and always regards Vietnam as a diplomatic priority, supporting its prosperity and people’s well-being.

The two leaders discussed bilateral relations and recent breakthroughs under the “six enhancements” direction. Strategic exchanges at all levels have intensified, and cooperation across various sectors has progressed steadily.

Looking ahead, both sides agreed to maintain high-level exchanges and upgrade the strategic dialogue mechanisms between their Ministries of Foreign Affairs, Defense, and Public Security to ministerial level.

They agreed to establish a bilateral intergovernmental railway cooperation committee to promote connectivity and jointly address regional and global challenges. They also pledged to manage and resolve differences appropriately.

To Lam urged both sides to accelerate strategic transport connectivity, prioritize concessional loans, transfer technology, train high-quality human resources, and expedite the Lao Cai - Hanoi - Hai Phong railway project.

He also called for digital transformation and scientific-technological cooperation to become new highlights in bilateral ties, along with more balanced trade and higher-quality investments in Vietnam. Major projects should focus on improving air quality in Hanoi and other urban centers.

To Lam expressed hope that both countries would solidify social foundations, strengthen public awareness – especially among the younger generation – about the longstanding friendship between Vietnam and China.

Xi Jinping called on both sides to deepen strategic trust, exchange governance experience, and enrich socialist theoretical and practical cooperation.

He proposed stronger synergy between China’s Belt and Road Initiative and Vietnam’s “Two Corridors, One Belt” framework. China welcomes more Vietnamese goods into its vast market and encourages Chinese enterprises to increase investment in Vietnam.

He also expressed interest in boosting cooperation in supply chains and high-tech fields such as 5G, artificial intelligence, the Internet of Things, semiconductor chips, green development, and scientific-technological innovation.

Over the next three years, China will invite young Vietnamese to join the Red Journey program to study the revolutionary histories of both countries.

The two sides agreed to instruct all sectors and levels of government to proactively identify effective methods for addressing disagreements and advancing cooperation. This cooperation should align with international law and the current development stage of Vietnam - China relations.

Both countries affirmed their commitment to strictly implement the ASEAN-China Declaration on the Conduct of Parties in the East Sea (DOC) and accelerate negotiations toward an effective and substantive Code of Conduct (COC), consistent with international law and the 1982 United Nations Convention on the Law of the Sea.
