After successfully getting a number plate with lucky digits 76B1-777.77, Nguyen Thi Thu Thuy in Tinh Thien commune of Quang Ngai City said many people contacted her and asked to buy the motorbike with the lucky number plate. Finally, the motorbike was sold on May 24 to Huynh Nu, who lives on Nguyen Du street of the same city, at over VND250 million.

On April 25, Tran Huu Tuyen, 51, in Anh Son district in Nghe An province, the owner of Kia Sonet with the number plate 37A- 999.99, sold his car for VND1.6 billion.

“I bought the car for VND670 million. As I was lucky to register the car with a lucky number plate, the value of the car has increased by three times,” Tuyen explained.

He revealed that the car was transferred to a man who specializes in trading vehicles with lucky number plates in Hanoi.

Meanwhile, Nguyen Van N, 44, in Gia Binh district in Bac Ninh province, the owner of Hyundai SantaFe with number plate 99A- 555.55, said he has refused offers to buy the car at a high price.

N said a man wanted to buy the car at VND4 billion, though the car is valued at VND1.4 billion only.

Under the Law on Management and Use of Public Property, telecommunication number store and other stores that serve the state management are ‘public property’.

Clause 2, Article 105 of Decree 151/2017 stipulates that the digit store for the management of means of transport is a store that serves state management. Clause 3, Article of the Law on Management and Use of Public Property stipulates that the Government has the responsibility of exploiting the digit store to serve the state management.

As such, the digits in vehicle number plates are public property which is put under the management of the State, represented by the Ministry of Public Security. 

Article 8 of the Law on Road Traffic prohibits and trading and transfer of licensed plates.

However, in reality, vehicle plates are still sold and bought. In order to circumvent the law, people don’t buy lucky number plates in separation, but buy vehicles to automatically acquire number plates

According to the Traffic Police Department under the Ministry of Public Security, the behavior affects the management over means of transport. The Circular 58/2020 of the ministry says that in case vehicles are transferred to individuals and institutions in the same cities/provinces, number plates will be retained. If the vehicles are transferred to individuals and institutions in other localities, the plates will be revoked and new owners will get new plates.
