Under the document, organisations and individuals must ask for permission from the ministry before using flycam drones, and can use the flycam drones only when they are already licensed by the ministry.

Organisations and individuals who want to import, export, design, produce and sell the equipment must also be licensed by the ministry.

Recently, Brigade 144 under the Ministry of National Defence's General Staff prevented two cases of illegally using flycam drones in Ha Noi.

The culprits did not ask permission from the General Staff, and they also flew them in restricted areas.

A spokesperson from the Civil Aviation Authority of Viet Nam (CAAV) told the Lao dong (Labour) newspaper that many foreign countries had strict regulations on flycam drones because they could threaten planes if they flew near airports.

Flycams can fly to an altitude of 5,000-6,000m, so they could directly affect the civil aviation and cause a serious accident.

The CAAV spokesperson said that besides managing flycam drones, their owners' ability to control the equipment should be managed.

The CAAV would work with the Ministry of National Defence to manage the equipment, and also adjust regulations on licensing so people could use the equipment safely.

Flycam drones have become more popular in recent years, especially among young people.

The latest survey by the Ministry of National Defence showed that flycam drones were used widely at Thong Nhat Park in Ha Noi, the Cat Lai and Cau Do zones in HCM City, and the Hoa Khanh Industrial Zone in Da Nang.
