Starting January 1, 2025, individuals or organizations reporting traffic violations may receive rewards of up to 10% of the administrative fine amount, capped at 5 million VND (approximately $200) per case, under the new Decree 176/2024 issued by the Vietnamese Government.

The decree, which regulates the management and use of funds collected from administrative fines for traffic violations and auction proceeds from license plates, aims to improve traffic order and safety.

According to Article 3 of the decree, the Ministry of Public Security is tasked with proposing budget plans based on fines collected from traffic violations and 30% of the auction proceeds from license plates submitted to the state budget in the preceding year.

These plans will be included in the ministry’s annual budget proposals and allocated according to the State Budget Law and related regulations.

The funds will be used to enhance traffic safety efforts, including purchasing equipment and vehicles, developing information systems, maintaining traffic databases, and supporting investigations and congestion management.

The decree also stipulates financial rewards for nighttime duties. Officers directly involved in maintaining traffic safety at night (from 10 PM to 6 AM) can receive up to 200,000 VND (approximately $8) per shift lasting at least four hours.

For daytime shifts and shorter night shifts of two hours, compensation is capped at 100,000 VND (approximately $4) per shift, with a maximum of 10 shifts per month.

Confidentiality and proper documentation

Article 7 outlines the reward policy for individuals and organizations providing verified information about administrative violations in traffic safety. The reward for each case is limited to 10% of the fine amount, with an upper limit of 5 million VND ($200).

To claim the reward, the informant must provide proper documentation as specified by the authorities.

The identities of informants will be kept confidential to ensure their safety and privacy.
