Authorities in Binh Duong Province have detained two individuals involved in a fatal construction incident where a concrete floor collapsed at a factory site, killing three workers. The suspects are being investigated for violating construction regulations leading to serious consequences.
On April 19, the Binh Duong Provincial Police’s Criminal Investigation Department announced the temporary detention of Trinh Van Tuan (born 1977, from Dong Thap Province) and Li Xi (born 1991, Chinese national). Both are under investigation for "violating construction regulations resulting in serious consequences."
The collapse occurred on April 17 during construction work at Minh An Vina Company, located in Dat Cuoc Industrial Park, Bac Tan Uyen District, Binh Duong Province.
Preliminary findings reveal that in October 2024, Li Xi rented the warehouse from Minh An Vina Co., Ltd. for business operations. In April 2025, he hired Trinh Van Tuan to add a steel frame and pour concrete flooring inside the factory. Tuan, in turn, assembled a crew of workers for the job.
On the morning of April 17, while the crew was dismantling the scaffolding, the entire concrete floor suddenly gave way, resulting in the tragic deaths of three workers on site.
Investigators determined that Li Xi had hired Tuan to carry out the work without a construction contract, architectural plans, or a construction permit.
Additionally, Tuan was found to be operating in the construction sector without the legally required professional certification. He had also hired workers without formal labor contracts.
Given the severity of the violations and the resulting fatalities, both Li Xi and Trinh Van Tuan have been taken into custody for further investigation.
