Authorities have detained two suspects on charges of “abusing democratic freedoms to infringe upon the interests of the State and the legitimate rights and interests of organizations and individuals” and “activities aimed at overthrowing the people’s administration.”
Hanoi businesswoman detained for spreading false accusations

The Ministry of Public Security’s Investigation Security Agency has issued a decision to prosecute and detain Le Thi Mai (born 1984), Director of Hoang Gia Insurance Agency Co., Ltd., residing in Hanoi.
She is accused of abusing her democratic freedoms to spread false allegations and petitions that infringe upon the legitimate rights and interests of the State and various organizations and individuals.
Mai has been charged under Article 331 of the Penal Code. The security agency conducted a search of her residence and workplace, seizing relevant documents and evidence.
Arrest of suspect involved in anti-government activities

In a separate case, on March 28, the Hue City Police delivered an arrest warrant and detention order to Nguyen Xuan Binh (born 1976), a resident of Hue City, for “activities aimed at overthrowing the people’s administration.”
During a search of Binh’s residence, authorities confiscated numerous electronic devices and documents related to his illegal activities.
Preliminary investigations revealed that Binh had been in contact with members of the “Provisional National Government of Vietnam”, an organization classified as a terrorist group by the Ministry of Public Security. He connected with the organization through the internet and communication apps, submitting a membership application and being assigned a codename and code number.
Binh frequently participated in online training sessions conducted by the organization, learning methods to distribute leaflets and evade police detection. He also collected unauthorized personal information from nearly 50 individuals to support a so-called “referendum” to elect Dao Minh Quan as “President of the Third Republic of Vietnam.”
Authorities discovered that Binh had prepared leaflets to distribute during the 50th Anniversary of the Liberation of Hue (March 26) and the 50th Anniversary of the Liberation of the South and National Reunification (April 30).
The Ministry of Public Security confirmed that the “Provisional National Government of Vietnam” uses deceptive recruitment tactics, including promises of financial support from abroad, to manipulate and coerce individuals into joining.
The police urge citizens to remain vigilant and not to believe or follow any promises, incitement, or recruitment efforts from members of this organization. Any suspicious activities or related information should be immediately reported to the nearest police station.
