On the morning of January 13, a representative from the Traffic Police Department (under the Ministry of Public Security) stated that nationwide traffic police forces are inspecting and reviewing traffic signal systems.
This review aims to pinpoint damaged or faulty signal clusters for timely replacement or repair.
During the operation of traffic signals, police officers will also adjust signal cycles to suit local conditions, ensuring smooth traffic flow and accurate handling of violations.
The ultimate goal is to facilitate safe and efficient transportation while fostering public trust in the fairness and accuracy of traffic violation enforcement.
Previously, the Traffic Police Department and the Directorate for Roads of Vietnam (under the Ministry of Transport) had delegated responsibilities for implementing the Road Traffic Safety and Order Law.
Responsibilities of traffic police and local authorities
Local traffic police are tasked with operating, adjusting, and utilizing traffic signal systems to maintain safety and address congestion effectively.
However, the management, maintenance, and data sharing of traffic signal systems, including infrastructure and control centers, will remain under the purview of provincial-level People’s Committees and the Ministry of Transport.
Traffic police will monitor the functionality of traffic signals to promptly report and recommend necessary maintenance or replacement to ensure continuous and stable operation.
This proactive approach is designed to prevent errors in enforcement, such as penalizing individuals due to unclear signals or malfunctions.
For on-site violations, officers assigned to manage traffic signals will coordinate with police at checkpoints to notify violators of red-light infractions.
Images and video footage of these violations, captured by signal control centers, will be relayed to officers at checkpoints for further action.
