VietNamNet Bridge – The Department of Justice of Binh Phuoc province has received Ministry of Justice’s instruction to not revoke the two decisions recognizing the change of gender and civil status of Mr. Pham Van Hiep into Ms. Quynh Tram, to wait for the Ministry of Justice and the Ministry of Health’s consultation for the Prime Minister.

Earlier, on January 21, the Binh Phuoc People's Committee recommended the local Department of Justice to revoke the two above decisions, saying that they are contrary to law.
These two decisions were issued by the Chon Thanh District People's Committee in 2009 to Mr Pham Van Hiep (39, a resident of Chon Thanh town, Chon Thanh district), who was later renamed Pham Le Quynh Tram.
The Binh Phuoc People's Committee also requested to handle the officials and civil servants who directly involved in the case.
On January 22, the Department of Justice of Binh Phuoc province explained that the two decisions of Chon Thanh district are contrary to the Government's Decree 88 on redefining gender. Besides, the order and procedures for re-determining gender of Mr. Hiep was improper.
In early 2009, Mr. Hiep, who is later teacher Quynh Tram, was the first Vietnamese transgender who legally recognized.
