VietNamNet Bridge - At each Party’s congress, the public’s attention is drawn not only to the political report highlighting the key tasks for the next five-year development period, but also to the selection of the committee members, because success or failure is determined by cadres’ virtues.

VietNamNet would like to introduce an article by Nguyen Dinh Huong, former deputy head of the Party Central Organization Committee.

It is necessary to select cadres who have both morality and capability for the Party executive committee. The right choices will bring the Party Congress resolution into life. Meanwhile, the wrong choices will not turn the Party’s decisions into reality, and will bring bad consequences.

The congresses of party committees at different levels, from the grassroots to municipal, provincial and central, have been completed.

The Party and people now keep a close watch over the preparation of personnel for the 12th National Party Congress, which will take place in the context of complicated situations in the world and in Vietnam, with many favorable conditions and also big challenges. 

There are also problems existing inside the Party, including Party members, which still cannot be stopped, as mentioned in the Resolution No 4 of the 11th Party Executive Committee.

It is a difficult task to prepare documents for the Party Congress, but the personnel preparation is even more difficult. The cadre selection process needs to select individuals with high morality and capability for the Party Central Committee, especially  individuals for the Party’s strategic leadership, the Party’s most important brain trust.

These officers must be qualified and politically reliable. They must be people of firm stuff and moral clarity. They must not get involved in current investigations or prosecuted cases. They must be an example of ethics. They must not be controlled by groups of interest. And they must work effectively and respected by the Party and people.

In the current development period of deep global integration, the Party’s Secretary general and Prime Minister must have deep knowledge about economics.

The criteria for selecting cadres were announced at the recent Party Central Committee conference. However, as people don’t have sufficient information, they cannot make an exact assessment about cadres.

It is necessary to give warnings about back-door ‘procurement’ to reach political consensus. This happens not only in Vietnam but in the world as well. Some individuals, who have big ambition for power, may ignore the regulations and try to obtain things they want at any cost. Therefore, personnel selection must be carried out in a transparent way.

There might be some special cases, i.e., the cadres older than the required age. The cadres can be appointed if they are highly capable and irreplaceable.

The candidates must answer all the questions before the Party Congress’s executive committee, including questions about families and personal questions. Sub-committees need to help executive committees prepare high-ranking leadership and the Politburo, considering this is the vitality of the Party, the regime and the country.

The whole Party and all of the Vietnamese people put faith in the wisdom of the Central Committee and the Congress deputies.
