NA Deputy Duong Trung Quoc
The schools that cannot enroll enough students will have two more days to find students.
“I cannot understand why the Hanoi Education Department asks local schools to enroll students at the same time,” said Duong Trung Quoc, a NA deputy.
Van Nhu Cuong, an educator, president of Luong The Vinh High School, said the request was ‘impractical’, and that it was contrary to the spirit of the Education Law.
Cuong said Luong The Vinh, like all other schools, needs to deliver registration forms soon, so that parents and students can consider whether they would apply for the school.
The Hanoi Education & Training Department has released a decision that all schools in the city, state-owned and non-state owned, enroll students from July 1 to July 15. |
They also need to look for information about the school’s requirements, and its education capability and learning environment before making decisions.
“Who will we enroll if we are not allowed to deliver registration forms prior to July 1?” he asked.
“There is nothing wrong in our enrollment activities and there is no violation of the Education Law. So, please don’t set nonsensical rules to put difficulties for schools,” Cuong said.
The protest against the education department’s decision is mostly from non-state owned schools.
“Why does the education department insist that non-state owned schools have to follow state-owned schools in enrollment policies?” a teacher of a high school in Hanoi asked.
“I cannot see any reason for us and other schools to open new academic year at the same time,” he said, emphasizing that private schools must be given autonomy.
He said that non-state owned schools’ schedules are designed based on parents’ demands.
Meanwhile, many parents want the new academic year to begin soon, because they don’t know where to leave children in the summer holiday.
N.T. Hong, a parent whose son goes to Newton International School, said the education department’s request is unreasonable.
“We send our children to private schools because we have our demands and choices which are different from the families who send children to state-owned schools,” she said.
“We want schools to begin new academic year soon so that we can feel secure at work,” she said.
Duong Trung Quoc, an NA deputy, said he cannot understand why the Hanoi Education & Training Department asks local schools to enroll students at the same time.
Bui Thi An, also an NA deputy, said there was no need to intervene in schools’ enrollment plans, and that the major job of the watchdog agency is ensuring education quality of schools.
