Reflecting on a dialogue with young people held on the afternoon of March 24, the Prime Minister noted that the discussion was open, barrier-free, and productive, providing clear directions and practical solutions.

The Prime Minister emphasized that Vietnamese youth carry the blood of the Lac Hong people and represent the most vigorous force in terms of physical and mental strength, intellect, aspiration, and dedication.

Throughout the nation's proud history, generations of Vietnamese youth have played an essential role in building, defending, and developing the country. In the era of renewal and global integration, Vietnamese youth have consistently been proactive, active, and pioneering in labor, business, and education.

Since the Youth Law was enacted in 2020, this has been the third time the Prime Minister has held a dialogue with Vietnamese youth, demonstrating the government's and the Prime Minister's ongoing concern and high expectations for the younger generation - the future owners of the nation.

According to the Prime Minister, the theme of the 2025 dialogue, "Vietnamese Youth Taking the Lead in Scientific and Technological Development, Innovation, and National Digital Transformation," continues the themes of previous years while advancing to match the current era and the country's progress.

The dialogue took place amid the issuance of Resolution 57 by the Politburo, emphasizing breakthroughs in scientific and technological development, innovation, and national digital transformation. The National Assembly also issued Resolution 193 on piloting specific mechanisms and policies, while the government issued Resolution 03 on the action program to implement Resolution 57.

The Party and the State have clearly identified science and technology, innovation, and national digital transformation as critical pillars for achieving strategic goals.

Young people today are born into the era of science and technology, making them a vital force in research, development, and the transfer of scientific and technological innovations, entrepreneurship, and national digital transformation.

Vietnamese youth are facing numerous challenges, both domestically and internationally, particularly under the impact of digitization and the Fourth Industrial Revolution.

Firstly, the young workforce capable of meeting the demands of scientific and technological development, innovation, and national digital transformation is still limited, with a portion lacking high quality.

Secondly, the labor market competition is becoming increasingly intense as modern technologies gradually replace human roles in several fields, alongside a global shift in the labor force.

Vietnam's startup ecosystem still faces numerous obstacles, with inadequate investment in scientific and technological infrastructure and digital infrastructure. Additionally, issues related to cybersecurity, personal data protection, and digital sovereignty remain problematic.

These challenges place a mission on young people to proactively innovate, continuously improve their knowledge and capabilities, and turn challenges into opportunities.

To encourage youth participation in scientific and technological development, innovation, entrepreneurship, and digital transformation, the Prime Minister outlined three key tasks.

First, completing legal frameworks and policies to support youth development in science and technology, innovation, entrepreneurship, and digital transformation.

Second, advancing scientific and technological infrastructure, improving the business investment environment, and creating favorable conditions for youth to actively participate in these areas.

Third, investing in the development of high-quality young human resources, especially in cutting-edge technology fields.

The Prime Minister urged Vietnamese youth to maintain a pioneering and creative spirit with a mindset of "five proactive approaches" in scientific and technological development. He called on young people to internationalize national culture and make national culture resonate internationally.

The Prime Minister set three core expectations for Vietnamese youth:

Firstly, Vietnamese youth must act on their commitments, striving tirelessly to demonstrate their intellect, determination, and dedication to building a prosperous, modern, and civilized nation.

Secondly, they must be creative and decisive, turning aspirations into practical and effective products and projects while seizing opportunities and adapting policies flexibly and efficiently.

Thirdly, they must embody the spirit of "victory without arrogance, defeat without discouragement" and possess the mindset to "turn impossibilities into possibilities."

Regarding preserving and promoting cultural identity, the Prime Minister urged youth to lead the digitization of cultural data, preserving heritage, and introducing traditional arts such as cheo, tuong, and cai luong to the world. He applauded the youth's efforts in reviving national culture, citing singer Hoa Minzy's Bac Bling MV as a successful example.

"I hope young people will take on the mission of internationalizing national culture while nationalizing global civilization," the Prime Minister expressed.

He cited examples of global symphonies adapted using traditional Vietnamese musical instruments like bamboo and rattan, creating captivating performances. He emphasized, "Culture is an inherent strength. When culture remains, the nation remains; when culture fades, the nation is lost."

The Prime Minister also called on ministries and localities to continue researching and completing mechanisms and policies that create a favorable environment to encourage youth involvement in scientific and technological development, innovation, and national digital transformation - especially through specific mechanisms to attract talents, train young human resources, and commercialize research results.

Additionally, government agencies and ministries must take the initiative in assigning tasks, creating mechanisms to encourage young entrepreneurs, scientists, and researchers in Vietnam and abroad to participate in scientific research, innovation, and digital transformation activities.

Recalling President Ho Chi Minh's words, "Youth will own the nation. To truly be youth, one must continuously learn and make progress," the Prime Minister emphasized that the 20 million Vietnamese young people today will shape the country's position and stature in the digital era.
