The Ministry of Home Affairs has proposed transferring the management of MobiFone Telecommunications Corporation and the task of conducting and issuing driver’s licenses to the Ministry of Public Security as part of ongoing efforts to streamline government functions.
Streamlining state management
In a recent report submitted to the Government’s Steering Committee for summarizing Resolution 18, the Ministry of Home Affairs outlined plans to reassign certain state management functions to relevant ministries.
One key recommendation is to transfer MobiFone from the Commission for the Management of State Capital at Enterprises (CMSC) to the Ministry of Public Security, with the corporation’s Party organization becoming part of the Central Public Security Party Committee.
This shift aligns with the government’s broader plan to restructure and streamline administrative systems, which includes ending the CMSC’s operations and reallocating ownership rights and responsibilities for 19 state-owned groups and corporations to appropriate ministries.
Expanded roles for the Ministry of Public Security
The proposal also suggests transferring three core state management functions to the Ministry of Public Security:
Drug rehabilitation management: Oversight of drug addiction treatment, post-rehabilitation management, and combating social vices, currently managed by the Ministry of Labor, Invalids, and Social Affairs.
Judicial record management: Administration of judicial records and the issuance of judicial record certificates, presently under the Ministry of Justice.
Driver’s license examination and issuance: Responsibilities currently managed by the Ministry of Transport.
According to the Ministry of Home Affairs, these transfers would not increase the organizational complexity of the Ministry of Public Security.
Additional responsibilities under consideration
The Ministry of Public Security has also proposed taking over the following functions:
Ensuring security and order in border areas and at checkpoints.
Managing state functions related to immigration.
Safeguarding information security and cybersecurity.
Ensuring aviation security.
The Ministry of Home Affairs has requested feedback from the Government’s Steering Committee on these proposals to finalize the realignment of responsibilities across ministries.
