VietNamNet Bridge – The central city has improved its ranking under the Provincial Governance and Public Administration Performance Index (PAPI).

It has gone from the eleventh place out of 63 provinces and cities in 2011 to the second place last year, the director of the city's Home Affairs department, Dang Cong Ngu, said at a meeting on reform on Sunday, May 26.

The city improved in six indexes, including participation by local people, transparency, corruption control and administrative procedures. Transparency and corruption control were dramatically improved.

"Administrative reform has been progressively undertaken since 2011," said Ngu.

The city conducted 583 surveys at 32 agencies and received opinions from local people through an online evaluation website.

The director said the most progressive reforms were made in right-of-land-use reform. The work can now be done in 15 days instead of two months.

However, the application of information technology in admin reform was still poor with 55 per cent of agencies recording only average levels.

The head in charge of administrative reform under the Department of Home Affairs, Tran Trung Son, said the quality of civil servants still needed improving.

"Only 37.5 per cent of 581 voters said the work of civil servants in the city's public administrative agencies was at a good level," he said.

Last year, the Home Affairs department launched online public evaluations on administrative procedures at 56 communes, precincts and departments throughout the city.

The department also posted detailed personal information on all 2,700 civil servants on the website for those voting on administrative procedure services and staff.
