This directive is part of Resolution No. 01, outlining the primary tasks and solutions for implementing the socio-economic development plan and the state budget estimates for 2025.
Targeting ambitious economic growth
The government has tasked ministries, agencies, and localities to focus on achieving a national GDP growth rate of at least 8% in 2025, with an aim of reaching double digits under favorable conditions. This exceeds the National Assembly's target of 6.5–7%.
Local economies are expected to grow by 8–10%, with major cities such as Hanoi and Ho Chi Minh City encouraged to aim even higher to drive national progress.
Prime Minister Pham Minh Chinh chaired a recent government meeting that highlighted the theme: “Discipline and responsibility; proactive and timely action; streamlined and effective governance; acceleration and breakthrough.” This reflects a call for collective resilience, innovation, and determination to overcome challenges.
Institutional reforms and tourism goals
Institutional reform has been identified as a critical breakthrough, with an emphasis on modernizing legal frameworks to support development. This includes adopting a results-oriented governance model and rejecting restrictive approaches like "if it cannot be managed, it must be banned."
Economic stabilization remains a priority, with targets including controlling inflation at around 4.5% and boosting retail and service revenue by 10–12%. A notable goal is to attract 22–23 million international tourists and 120–130 million domestic tourists by 2025.
Infrastructure development and innovation
The government aims to complete 3,000 km of expressways and over 1,000 km of coastal roads by 2025. Priority is also given to developing digital infrastructure, commercializing 5G technology, and advancing 6G research.
Additionally, there are plans to restructure industries and promote emerging technologies, including chip manufacturing, semiconductors, and artificial intelligence.
Ho Chi Minh City is set to host an international financial center, with Da Nang positioned as a regional financial hub. Several locations will also establish free trade zones to enhance economic competitiveness.
Enhancing public welfare
Efforts will be made to address tourism infrastructure challenges, such as congestion at airports and high airfares. Plans include improving rail services for travelers and streamlining public investment projects to focus on fewer, high-impact initiatives.
Another key focus is developing high-quality human resources and fostering socio-cultural growth alongside economic development. Social welfare policies will be updated to enhance living standards and support the country’s broader goals of security and prosperity.
The government will assess the feasibility of increasing public sector wages and benefits based on economic conditions, ensuring financial sustainability. This proposal will be submitted to higher authorities for approval if conditions are favorable.
