According to the propaganda content, on June 29, 2020, the Ministry of Foreign Affairs of China informed the Vietnamese Embassy in Beijing that China wanted to completely end the Fisheries Cooperation Agreement that the two governments signed in 2000 and did not renew the agreement. They proposed that the two sides negotiate and sign a new cooperation agreement to replace this one. Before the two sides reach agreement on the new agreement, each party will manage their own fishing vessels and fishermen along the delineating line in the Gulf of Tonkin.

The relevant agencies also issued 200 leaflets to propagate the content of the Agreement on Fisheries Cooperation in the Tonkin Gulf Joint Fishing Area; presented 50 life-buoys, 100 life jackets and national flags to fishermen. 

These activities have contributed to helping fishermen - those who directly exploit marine products at sea - to grasp information and situation related to the validity of the Agreement on Fisheries Cooperation in the Gulf of Tonkin Fishing Area between Vietnam and China; trust the Party's lines and guidelines as well as strictly obey international and Vietnamese laws when fishing; motivate the people to feel secure in reaching out to sea, contributing to protecting the sovereignty of the country.
