Vietnam is undergoing a bureaucratic revolution to create a leaner, more efficient government, according to Prime Minister Pham Minh Chinh.

Speaking at a high-level meeting on February 6, the Prime Minister emphasized that government streamlining is a key priority under Resolution 18, focusing on institutional reform, decentralization, and economic growth.

Decentralization for better governance

The meeting, co-chaired by National Assembly Chairman Tran Thanh Man, aimed to finalize preparations for the ninth extraordinary parliamentary session of the 15th National Assembly.

The session will focus on passing four laws and five resolutions to enhance governance, improve administrative efficiency, and restructure government agencies.

Prime Minister Pham Minh Chinh stressed the importance of a more compact and high-performing government to meet the country’s long-term goals. "This is a revolution in government structure - leaner institutions, better quality personnel," he stated.

He highlighted that economic growth remains the biggest challenge in achieving the objectives set by the 13th National Party Congress. GDP growth of 8% or higher in 2025 is a crucial target, requiring a strong institutional foundation and effective policy implementation.

To achieve this, the Prime Minister called for maximum decentralization and delegation of authority, emphasizing that decision-making should be placed at the level of government that understands and manages issues most effectively. "The level that understands the situation best should be the one making decisions," he said.

In addition, he stressed the importance of allocating resources effectively, improving implementation capacity, and strengthening oversight mechanisms to prevent corruption and inefficiency.

Urgency in implementing reforms

National Assembly Chairman Tran Thanh Man emphasized the tight schedule leading up to the ninth extraordinary parliamentary session, set to take place from February 12 to February 18. With an extensive legislative agenda, he urged accelerated efforts in finalizing the legal framework for government restructuring.

"We must work urgently and efficiently, even on weekends, to complete this critical task," he said, underscoring the importance of swift and effective legislative action.

Chairman Man also called for greater empowerment of local governments in the revised laws, following the principle that local authorities should have more decision-making power and be fully accountable for their actions.

He further requested a thorough review of draft resolutions on government restructuring, ensuring they align with the directives of the Party Central Committee, the Politburo, and the Constitution.

Both leaders reiterated that the ninth extraordinary session will address urgent and complex challenges, but the reforms are necessary to unlock Vietnam’s full economic and administrative potential.

Chairman Tran Thanh Man affirmed the National Assembly’s full support for removing obstacles to development, while Prime Minister Pham Minh Chinh called for dedicated efforts to implement reforms with efficiency, transparency, and accountability.

With government streamlining, decentralization, and institutional strengthening, Vietnam aims to enhance governance, drive economic growth, and build a modern, high-performing government that is more responsive to the needs of its citizens.

The ninth extraordinary parliamentary session is expected to be a defining moment in shaping Vietnam’s future governance model.
