Prime Minister Pham Minh Chinh expressed deep appreciation for Xi Jinping being the first Chinese leader to visit Vietnam four times in his capacity as General Secretary and President.

The Prime Minister briefed President Xi on Vietnam’s major socio-economic developments, emphasizing the consistent implementation of “three strategic breakthroughs” and the “strategic quartet,” which includes breakthroughs in science and technology, streamlining administrative structures, promoting the private sector, and building an independent, self-reliant economy closely tied to deep international integration.

Vietnam, he affirmed, considers its relationship with China a strategic priority and an essential objective, and is committed to promoting the building of a Vietnam - China Community with a Shared Future of strategic importance.

The Prime Minister expressed hope that both countries would enhance the quality and efficiency of practical cooperation, prioritizing railway collaboration - particularly in financing, technology transfer, and human resource training.

He called for the early signing of an ODA loan agreement to begin construction of the Lao Cai - Hanoi - Hai Phong railway line in 2025, followed by the Dong Dang - Hanoi and Mong Cai - Ha Long - Hai Phong lines.

He emphasized the need to promote balanced and sustainable trade and to create more favorable conditions for Vietnam’s agricultural and other exports to China.

The Prime Minister also proposed strengthening production force development, focusing on science and technology, innovation, and digital transformation, and accelerating the launch of major landmark projects in Vietnam to symbolize bilateral ties.

He encouraged new highlights in cooperation in natural resources, finance, environmental protection, and deeper cultural, educational, tourism, and aviation exchanges.

He further suggested the two sides work together to build a peaceful, cooperative, and developing border, maintain maritime peace and stability, and foster a favorable environment for each country’s development.

Impressed by the vitality of Vietnam’s Doi Moi (Renewal) efforts, President Xi Jinping congratulated Vietnam on its achievements and wished it success in hosting the 14th National Party Congress, leading Vietnam into a prosperous and civilized new era.

He reaffirmed China’s commitment to a friendly policy toward Vietnam, always prioritizing it in its neighborhood diplomacy and firmly supporting Vietnam’s path of socialism tailored to its national conditions.

Xi Jinping highlighted that over 40 substantial and comprehensive cooperation documents had been signed during this visit, generating numerous practical outcomes.

He welcomed and valued the Prime Minister’s proposals on measures to enhance relations between the two Parties and countries, stating that both sides should seize development opportunities in science and technology, capitalize on geographic proximity, and boost economic cooperation and industrial growth. He encouraged accelerating the bilateral railway cooperation mechanism.

President Xi also called on relevant ministries and agencies of both countries to actively implement cooperative projects and appropriately manage differences in line with the shared understanding of top leaders.
