On April 10, the police of Quang Nam province officially launched a criminal case, issued an indictment, and detained Mai Van Duong (a resident of Bac Tra My district, Quang Nam province, and owner of the TikTok account "Duong Duong Duong") for "abusing democratic freedoms to infringe upon the interests of the State, and the legitimate rights and interests of organizations and individuals." The charge falls under Clause 2, Article 331 of the Penal Code.

The Office of the Investigation Police Agency under Quang Nam Provincial Police, in coordination with the Department of Cybersecurity and High-Tech Crime Prevention, has launched an investigation and collected evidence related to Mai Van Duong.
According to police findings, between September 30 and November 28, 2024, Duong repeatedly posted videos containing content that seriously defamed and insulted the dignity, reputation, and honor of L.T.H.N. He was also accused of fabricating false information, violating L.T.H.N's privacy, and spreading untrue claims that infringed upon the legal rights and interests of J.T.A Specialized Cosmetic Hospital Co., Ltd.
Duong’s actions were deemed to violate Clause 2, Article 12 (Point d) of the Law on Information Technology; Clause 3, Article 16 (Points a and b) of the Law on Cybersecurity; and Clause 2, Article 38 of the Civil Code.
His distorted statements caused a biased perception among viewers, leading to confusion, misunderstanding, hostility, and significant reputational damage toward both L.T.H.N and J.T.A Hospital. These actions resulted in public backlash, with numerous clients canceling services and requesting refunds, seriously impacting the hospital’s revenue and public image.
The investigation agency concluded that there is sufficient evidence to charge Duong with “abusing democratic freedoms to infringe upon the interests of the State, and the lawful rights and interests of organizations and individuals.”
The case is currently under further investigation by Quang Nam Provincial Police.
Online, Duong has gained popularity as the TikToker "Duong Duong Duong Phong Thuy," amassing over 700,000 followers on TikTok.
His Facebook page under the same name also has hundreds of thousands of followers and frequently features promotional videos and photos introducing feng shui items and agarwood incense cones.
To boost interaction, in addition to posting videos of his business products and charity activities, Duong often showcased money, diamonds, and claimed to sell thousands of orders daily. His content frequently included controversial statements involving other individuals.
Most recently, he attracted significant attention with a video that received nearly one million views. Notably, the video mentioned beauty queen Thuy Tien and a product called Kera vegetable candy.
Earlier, in December 2024, Duong's household business (located at 163 Hung Vuong Street, Tra My Town, Bac Tra My District, Quang Nam Province) was inspected by Market Surveillance Team No. 11. Authorities found 50 packets of home-cleansing powder and 10 boxes of agarwood incense cones without clear origin labels.
The total value of these goods, based on listed prices, was approximately 10.75 million VND (about 430 USD). Duong admitted to purchasing the items from the unofficial market for resale and was unable to provide invoices or documents proving their legal origin.
As a result, he was fined 6 million VND (approximately 240 USD), and the unauthorized goods were confiscated.
Back in August 2024, TikToker Duong Duong Duong was fined 7.5 million VND (around 300 USD) by Bac Tra My district police for publishing eight social media videos containing false information, distortions, defamation, and insults targeting the reputation and honor of several individuals.
