On the morning of April 11, the Party Central Committee held a plenary session chaired by Politburo member and Prime Minister Pham Minh Chinh, representing the Politburo in managing the session.
The Party Central Committee held group discussions on the continued streamlining of the political system, administrative unit reorganization, and the structure of two-tier local governments.
Following that, members continued working in groups to discuss preparations for the 14th National Party Congress and elections for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. These discussions included several key draft reports and proposals:
The draft Political Report of the 13th Central Executive Committee to the 14th National Party Congress.
A draft summary report titled "Reviewing certain theoretical and practical issues in Vietnam’s 40-year socialist-oriented renewal process."
A draft report evaluating five years of implementation of the 2021-2030 Socio-Economic Development Strategy and setting directions and tasks for the 2026-2030 period.
A draft report by the 13th Central Executive Committee summarizing Party-building efforts and the implementation of the Party Charter to be presented at the 14th National Party Congress.
Guidelines for personnel work for the 14th Party Congress.
A proposal to amend, supplement, or replace Directive No. 35-CT/TW, dated June 14, 2024, of the Politburo on Party congresses at all levels in preparation for the 14th National Congress.
A draft proposal on the direction of elections for the 16th National Assembly and People’s Councils at all levels for the 2026-2031 term.
Central Committee deliberates on 14th Party Congress preparations
In the afternoon session, members continued group discussions on preparations for the 14th National Party Congress and the upcoming legislative and local elections.
The Politburo met to provide feedback on the Central Committee’s discussions held on April 10 and the morning of April 11, specifically regarding the ongoing restructuring of the political apparatus, administrative units, and two-level local governments.
Key issues addressed included the restructuring of provincial-level administrative units; the reorganization of commune-level units; defining the functions, responsibilities, and organizational structure of provincial and commune-level governments; the organization of Party bodies, mass organizations, People’s Courts, and People’s Procuracies; the allocation and restructuring of officials and implementation of relevant policies and benefits; and the management and use of public assets after restructuring.
