The Government promulgated Decree No. 45/2019/ND-CP defining penalties for administrative violations in tourism, scheduled to take effect since August 1.
Under the Decree, the highest fine for individual shall be VND 50,000,000 while the highest penalty for organization shall be VND 100,000,000.
Penalties for administrative violations in sports
The Government issued Decree No. 46/2019/ND-CP dated June 13, 2019 defining penalties for administrative violations in sports, applicable since August 1.
The maximum fines for individual and organization remain unchanged at VND 50,000,000 and VND 100,000,000, respectively, the Decree reads.
Meanwhile, the Decree supplements a fine of VND 20,000,000 to VND 30,000,000 shall be imposed on enterprise in adventure sports and sports requiring instructors without business registration.
Any organization or enterprise that rents out or lends other organization its certificate of eligibility for sports business shall be also subject to a fine of from VND 5,000,000 to VND 10,000,000.
Any one who commits age, name, and gender cheating shall be fined between VND 5,000,000 to VND 10,000,000.
Penalties for administrative violations in technological transfer
The Government’s Decree No. 51/2019/ND-CP defining penalties for administrative violations in technology transfer, applicable since August 1, stipulates that maximum fines for individual and organization shall be VND 50,000,000 and VND 100,000,000, respectively.
A science and technology organization shall be fined from VND 4,000,000 to VND 6,000,000 if it fails to register operations at competent authorities within 60 days from the date of its establishment.
A fine of VND 8,000,000 to VND 10,000,000 shall be imposed on science and technology organization if it carries out scientific and technological activities that are not included in the certificate of operation scope.
Conditions for special amnesty
The Government’s Decree No. 52/2019/ND-CP dated June 14, 2019 to detail the implementation of a number of articles of the Law on Special Amnesty.
The Decree specifies conditions for granting special amnesty.
Legal assistance for SMEs
From August 16, small and medium-sized enterprises shall receive legal assistance, according to the Government’s Decree No. 55/2019/ND-CP.
Accordingly, a micro-enterprise shall be provided with an assistance of 100% of service fees on legal consulting service (not exceed VND 03 million per year); a small-sized enterprise shall be provided with an assistance of up to 30% of service fees (not exceed VND 05 million per year); a medium-sized enterprise shall be provided with an assistance of up to 10% of service fees (not exceed VND 10 million per year).
Financial assistance in using legal consulting services offered to household businesses that are converted into SMEs, SMEs that are startups, SMEs joining business clusters or value chains shall abide by Chapter IV of Decree No. 39/2018/ND-CP.
Higher subsidies for revolutionary persons
Subsidies and preferential allowances for people with meritorious services to the revolutions shall be increased to VND 1,624,000 per month from the current VND 1,515,000, according to the Government’s Decree No. 58/2019/ND-CP, applicable since August 15.
Cadres, public employees not allowed to receive gifts
The Government promulgated Decree No. 59/2019/ND-CP, which came into effect on August 15, on elaborating on a number of articles and measures for implementation of the Law on Anti-corruption.
Accordingly, the office holding agencies, organizations, units or individuals must not by all means receive the gifts from the agencies, organizations, units or individuals involved in their work or under their management.
