
Prime Minister leads high-level Steering Committee
According to the decision, Prime Minister Pham Minh Chinh will serve as Head of the Steering Committee.
Permanent Deputy Prime Minister Nguyen Hoa Binh has been appointed as Standing Deputy Head, while Deputy Prime Ministers Ho Duc Phoc, Bui Thanh Son (also Minister of Foreign Affairs), and Nguyen Chi Dung will serve as Deputy Heads of the Committee.
Additional Deputy Heads include Minister of National Defense General Phan Van Giang, Minister of Public Security General Luong Tam Quang, Minister of Science and Technology Nguyen Manh Hung, and Minister of Home Affairs Pham Thi Thanh Tra.
The Steering Committee is tasked with researching, advising, and coordinating national strategies and policies on science, technology, innovation, digital transformation, and administrative reform, as well as implementing Project 06.
Objectives and responsibilities of the Steering Committee
The Committee will develop strategic recommendations to address challenges in implementation and support government agencies, ministries, and local authorities in achieving objectives related to science, technology, digital transformation, and administrative reform.
Additionally, the Committee will be responsible for monitoring, evaluating, and overseeing the implementation of interdisciplinary policies and ensuring effective execution of the Government’s Action Program under Resolution 57 issued by the Politburo.
Formation of three specialized subcommittees
To facilitate its work, the Steering Committee will be supported by three subcommittees:
Project 06 Implementation Subcommittee, led by the Minister of Public Security
Science, Technology, Innovation, and Digital Transformation Subcommittee, headed by the Minister of Science and Technology
Administrative Reform Subcommittee, overseen by the Minister of Home Affairs
The Ministry of Science and Technology will act as the permanent office for the Steering Committee, responsible for developing the Committee’s work plan, operating regulations, and ensuring the necessary resources for its functions.
