Prime Minister Pham Minh Chinh has urged the mobilization of additional forces, especially subcontractors, armed forces, and socio-political organizations, to help accelerate construction on the Long Thanh International Airport project.

The Government Office has issued a statement relaying the Prime Minister’s conclusions following an inspection and working session on the first phase of the Long Thanh airport project and its connecting transportation infrastructure.

The Prime Minister emphasized that this is a national key project, which has now taken clear shape. He called on all ministries, agencies, localities, investors, and contractors to intensify efforts during implementation.

Mobilizing armed forces and social organizations to support construction

With the target of fundamentally completing the airport by 2025 and beginning commercial operations in the first half of 2026, Prime Minister Chinh directed all participating forces to increase work shifts - including during holidays and weekends - and to ensure proper compensation for overtime labor.

He stressed the need to mobilize more resources, particularly subcontractors and the armed forces, as well as political and social organizations, to assist in the appropriate tasks involved in the airport’s construction.

The Prime Minister also issued specific directives for each project component. For Component 1, he instructed investors to quickly begin constructing government management office buildings, ensuring that responsibilities, deliverables, timelines, and authorities are clearly defined, and that completion occurs within 2025.

For Component 2, the Vietnam Air Traffic Management Corporation must promptly implement its facilities to ensure trial operations by October 2025 as committed.

Component 3, which involves the heaviest workload, requires the Airports Corporation of Vietnam to immediately begin constructing passenger terminal components upon completion of roof installation and to expedite bidding packages to ensure basic completion by 2025.

For Component 4, the Ministry of Construction is assigned to study and select investors under special legal provisions, allowing Vietnam Airlines to invest in Hangars 1 and 2, and Vietjet Air in Hangars 3 and 4, with a commitment to completion by 2025.

Connecting Long Thanh and Tan Son Nhat airports via metro or elevated rail

Regarding railway connections between Long Thanh and Tan Son Nhat international airports, the Prime Minister tasked Ho Chi Minh City authorities with studying elevated or underground railway options in collaboration with foreign partners.

Meanwhile, for road links, the Prime Minister directed relevant agencies and local authorities to open the Bien Hoa–Vung Tau Expressway Phase 3 to technical traffic by April 2025 and complete it by June 2025.

He also noted that the Ministry of Agriculture and Environment and the Dong Nai Provincial People’s Committee could apply special mechanisms to expedite licensing for the extraction of construction materials needed for the project.

During the working session, the Prime Minister assigned Deputy Prime Minister Tran Hong Ha to directly oversee the implementation of the Long Thanh airport project to ensure it remains on schedule.

Additionally, the Prime Minister instructed the Ministry of Construction to urgently finalize and submit adjustments to the first-phase project plan for his approval, so that implementation can proceed in accordance with legal and planning requirements.

The Vinh
