The Prime Minister, who chairs the Steering Committee for the implementation of Resolution 18 from the 12th Central Committee’s 6th Plenary Session on streamlining the political system for efficiency and effectiveness, delivered these conclusions during the committee's first meeting on November 30, 2024.
Prime Minister Pham Minh Chinh commended the Ministry of Home Affairs for its rapid and thorough preparation of materials for the meeting. The participating delegates provided focused and responsible contributions, which the Ministry of Home Affairs was instructed to incorporate comprehensively into the implementation plan.
The Prime Minister urged all ministries and agencies to establish their respective steering committees, led by their heads, to oversee organizational restructuring in line with the directives from the Central and Government Steering Committees.
Efforts must include effective communication to foster public understanding and consensus during the restructuring process. Proposals should address the reorganization of ministries and agencies, with particular attention to mechanisms for managing state-owned enterprises, including key national corporations. Additionally, solutions must address personnel issues related to the restructuring.
The Ministry of Home Affairs was tasked with finalizing plans for the Prime Minister and Deputy Prime Ministers to work with relevant ministries and agencies on the consolidation of functions and organizational structures. The goal is to ensure continuous, seamless operations without disruptions.
Prime Minister Pham Minh Chinh assigned specific restructuring responsibilities to five Deputy Prime Ministers:
Nguyen Hoa Binh (Standing Deputy Prime Minister): Oversee the merger of the Ministry of Planning and Investment with the Ministry of Finance.
Tran Hong Ha: Responsible for merging of: The Ministry of Transport with the Ministry of Construction; The Ministry of Agriculture and Rural Development with the Ministry of Natural Resources and Environment.
Bui Thanh Son: Lead the consolidation of the Ministry of Information and Communications with the Ministry of Science and Technology, forming the Ministry of Digital Transformation and Science and Technology.
Le Thanh Long: Supervise the merger of the Ministry of Home Affairs with the Ministry of Labor, Invalids, and Social Affairs.
Ho Duc Phoc: Oversee the reorganization of the State Capital Management Committee at Enterprises; Vietnam Social Security; the National Financial Supervisory Commission.
The Prime Minister directed the Ministry of Home Affairs to coordinate with other agencies to review and update legal frameworks governing the functions, tasks, and organizational structures of ministries. These updates should provide a clear legal foundation to ensure uninterrupted operations during the restructuring process.
Additionally, the names of newly merged or restructured ministries and agencies must reflect their heritage and comprehensively encompass their core functions and missions.
Deputy Prime Ministers were instructed to directly oversee their assigned tasks and report preliminary restructuring plans to the Government Steering Committee between December 9 and December 15, 2024.
