
Prime Minister Pham Minh Chinh chaired a government session this morning focused on legislative development for April.
According to the agenda, delegates discussed and provided feedback on the amended Penal Code, the amended Law on the Organization of Criminal Investigation Agencies, amendments to the Law on Handling Administrative Violations, amendments to the Law on Nationality, a National Assembly resolution on establishing a regional and international financial center in Vietnam, and a resolution on piloting specific mechanisms and policies to promote the development of social housing.
The Prime Minister emphasized that institutional reform is one of the three strategic breakthroughs. Institutions must be open and flexible to serve as a driving force for development. Investment in institutions is investment in development, offering high returns and value.
Prime Minister Chinh remarked that the current institutional framework is the greatest bottleneck - the "bottleneck of bottlenecks." Yet it is also the easiest one to resolve, with the potential to transform obstacles into competitive advantages.
Since the beginning of the current term, the government has held 35 specialized meetings on legislative development. This year alone, three such meetings have already taken place, evaluating 18 draft laws, ordinances, and resolutions.
The Prime Minister observed that the legislative reform process has become increasingly dynamic. Efforts are particularly focused on cutting administrative procedures, decentralizing powers along with resource allocation, improving implementation capacity, and enhancing supervision.
There has also been a shift from pre-approval inspections to post-implementation reviews, empowering local governments and reducing the workload concentrated at the central level.
The 9th session of the 15th National Assembly, scheduled to open in May, is expected to review and approve a large volume of legislation. The government plans to submit 35 draft laws and regulatory resolutions for consideration.
During discussions, the Prime Minister urged delegates to act with responsibility and innovation, focusing on key issues. For topics with differing viewpoints, he suggested open debate and seeking government guidance to ensure the quality of the session.
