VietNamNet Bridge - Students fight each other, teachers slap students’ faces, parents assault teachers — school violence has been escalating recently.

School violence was expected to decline in the 2017-2018 academic year after Decree 80 on preventing and fighting school violence took effect on September 5. However, many serious cases have occurred recently.

On October 23, Ly Hong Ngoc, a 12th grader at the Thang Muoi High School in Tuyen Quang province, was struck dead by two people during break time.

Several days before, the image of seventh graders at Truong Yen Secondary School in Hanoi cursing and beating a female student was posted on the internet.

After Q and D, the students at Dinh Son Primary School in Nghe An province fought because of disagreement, D’s parent came to the school and struck Q, who caused injury to his son.

Later, at a meeting with police and the school’s representatives, the parent struck Tran Van Phu, headmaster of the school, in the face, and Phu had to have five stitches.

Prior to that, at Dang Cuong Primary School in Hai Phong City, parents came to a classroom, denouncing and assaulting a young teacher, causing a crisis of conscience for the teacher. She has been hospitalized for treatment.

Decree 80 stipulates that schools identify students fond of picking a quarrel and likely to cause school violence, and those at risk of being victims of school violence. Schools are also requested to anticipate risks and apply necessary measures to prevent incidents from happening. 

The Ministry of Education and Training (MOET) has also asked schools to give consultancy to students at school to eliminate the seeds of violence. Schools have to publicize the plan to prevent school violence and set up channels to receive information about violent incidents. In principle, schools must use positive and non-violent education methods.

However, the decree still has not had an impact on the school environment. More and more school violence cases have been reported recently. In many cases, the cases were discovered through clips posted on the internet, but teachers were not informed.

A MOET report found that about 1,600 school violence cases occurred in one academic year, or an average of five cases a day.

Nguyen Long Hai, secretary of the Youth Union, commented that teachers do not pay attention to morality lessons.

Meanwhile, Nguyen Tung Lam, chair of the Hanoi Educational Psychology Association, commented that violence in society is on the rise, affecting children’s behavior.
