At the association's congress on Sunday in Ha Noi, about 500 delegates representing photographers from across the country agreed that the centre was necessary.
Many photographers' ownership rights have been violated in recent years, making it necessary to have an organisation that protects them, Khanh said at the event.
Organised every five years, the congress reviews the association's activities, sets up new plans and selects a new steering committee. The delegates elected Khanh to be chairman for another term, from 2014 to 2019.
The association has about 1,000 members across the country.
